...FLOOD ADVISORY IN EFFECT UNTIL 730 PM PST THIS EVENING... * WHAT...Urban and small stream flooding caused by excessive rainfall is expected. * WHERE...Portions of northwest Oregon, including the following counties, Clackamas, Columbia, Multnomah, Washington and Yamhill and southwest Washington, including the following counties, Clark and Skamania. * WHEN...Until 730 PM PST. * IMPACTS...Minor flooding in low-lying and poor drainage areas. River or stream flows are elevated. * ADDITIONAL DETAILS... - At 335 PM PST, Doppler radar and automated rain gauges indicated moderate to heavy rain. This will cause urban and small stream flooding. Between 1 and 2 inches of rain have fallen with hourly rainfall rates ranging between 0.10 inches per hour and 0.30 inches per hour. - Additional rainfall amounts of 0.5 to 1 inches are expected over the area through 730 pm. This additional rain will result in minor flooding. - Some locations that will experience flooding include... Hillsboro, McMinnville, Oregon City, Battle Ground, Washougal, St. Helens, Sandy, Woodland, Stevenson, Cascade Locks, Portland Downtown, Vancouver Downtown, Portland, Vancouver, Gresham, Beaverton, Tigard, Lake Oswego, Tualatin and West Linn. - http://www.weather.gov/safety/flood PRECAUTIONARY/PREPAREDNESS ACTIONS... ...FLOOD ADVISORY IN EFFECT UNTIL 730 PM PST THIS EVENING... * WHAT...Small stream flooding caused by excessive rainfall is expected. * WHERE...A portion of northwest Oregon, including the following counties, Clatsop, Tillamook and Washington. * WHEN...Until 730 PM PST. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Water over roadways. Some low-water crossings may become impassable. River or stream flows are elevated. * ADDITIONAL DETAILS... - At 136 PM PST, Doppler radar and automated rain gauges indicated heavy rain. This will cause small stream flooding. Rapid river rises will cause minor flooding in the advisory area. Between 1 and 2 inches of rain have fallen. - Additional rainfall amounts of 2 to 4 inches are expected over the area. This additional rain will result in minor flooding. - Some locations that will experience flooding include... Cannon Beach, Garibaldi, Manzanita, Tillamook, Rockaway Beach, Lees Camp, Trask, Elsie, Cape Meares, Netarts, Oceanside, Bay City, Wheeler, Nehalem, Foss, Salmonberry, Hamlet, Mohler, Wilson River Summit and Sunset Summit. - http://www.weather.gov/safety/flood PRECAUTIONARY/PREPAREDNESS ACTIONS... River banks and culverts can become unstable and unsafe. In hilly terrain there are hundreds of low water crossings which are potentially dangerous in heavy rain. ...WIND ADVISORY REMAINS IN EFFECT UNTIL 7 PM PST THIS EVENING... * WHAT...South winds 15 to 20 mph with gusts up to 45 mph expected. * WHERE...Greater Portland/Vancouver Metro, Willapa Hills and Adjacent River Valleys of Pacific and Wahkiakum Counties, Lower Columbia River and Cowlitz River Valleys, North Oregon Coast Range Lowlands, North Oregon Coast Range, and South Washington Cascade Foothills. * WHEN...Until 7 PM PST this evening. * IMPACTS...Gusty winds will blow around unsecured objects. Saturated soils could result in downed trees, and tree limbs could be blown down. Power outages may result. PRECAUTIONARY/PREPAREDNESS ACTIONS... Use extra caution when driving, especially if operating a high profile vehicle. Secure outdoor objects such as garbage cans and other objects that can easily blow around. &&

...FLOOD WATCH NOW IN EFFECT THROUGH SATURDAY AFTERNOON... * WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...Northwest Oregon and southwest Washington including the following counties. In Oregon: Benton, Clackamas, Clatsop, Columbia, Hood River, Lane, Linn, Lincoln, Marion, Multnomah, Polk, Tillamook, Washington, and Yamhill. In Washington: Clark, Cowlitz, Pacific, Skamania, and Wahkiakum. * WHEN...Through Saturday afternoon. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Storm drains and ditches may become clogged with debris. Area creeks and streams are running high and could flood with more heavy rain. Landslides and debris flows are possible during this flood event. People, structures, and roads located below steep slopes, in canyons, and near the mouths of canyons may be at serious risk from rapidly moving landslides. * ADDITIONAL DETAILS... - An atmospheric river is forecast to bring periods of heavy rain to northwestern Oregon and southwestern Washington today. This system occurs at a time when area rivers continue to run high and soils remain saturated following heavy rain earlier in the month. During initial heavy rainfall today, the urban and small stream flooding threat will be most urgent, although the details of precise timing and location of the highest risk remains uncertain at this time. As runoff works its way downstream, the river flooding threat will increase tonight into Friday, with numerous area rivers now forecast to reach at least Minor flood stage.
