Mariners should alter plans to avoid these hazardous conditions.

...COLD WEATHER ADVISORY NOW IN EFFECT FROM 1 PM THIS AFTERNOON TO
10 AM EST SATURDAY...

* WHAT...Bitterly cold wind chills as low as 15 to 20 below zero
expected.

* WHERE...Monroe, Wayne, Northern Cayuga, Oswego, Livingston, and
Ontario Counties.

* WHEN...From 1 PM this afternoon to 10 AM EST Saturday.

* IMPACTS...Bitterly cold wind chills as low as 25 below zero will
cause frostbite on exposed skin in as little as 30 minutes.
Frostbite and hypothermia will occur if unprotected skin is
exposed to these temperatures.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

This is a potentially hazardous situation to be outdoors. If you
must be outside, be sure to cover all exposed skin. Frostbite can
occur in 30 minutes or less with apparent temperatures of 15 below
zero or colder.

Use caution while traveling outside. Wear appropriate clothing, a
hat, and gloves.

Make frequent checks on older family, friends, and neighbors. Ensure
portable heaters are used correctly. Do not use generators or grills
inside.

...WINTER STORM WATCH REMAINS IN EFFECT FROM LATE SATURDAY NIGHT
THROUGH MONDAY EVENING...

* WHAT...For the Winter Storm Warning, heavy lake effect snow.
Additional snow accumulations 8 to 16 inches in the most
persistent bands. Winds gusting as high as 40 mph will produce
blowing and drifting snow. For the Winter Storm Watch, heavy snow
with significant accumulations likely.

* WHERE...The Eastern Lake Ontario Region. The greatest additional
accumulations from lake effect snow will fall across the Tug Hill
Plateau.

* WHEN...For the Winter Storm Warning, until 7 PM EST this evening.
For the Winter Storm Watch, from late Saturday night through
Monday evening.

* IMPACTS...Travel will be very difficult with deep snow cover on
roads and very poor visibility. The hazardous conditions will
impact the Friday morning and evening commutes.
