For the Small Craft Advisory, northwest winds 15 to 25 kt with gusts up to 30 kt and waves 2 to 4 feet expected on ice free waters. * WHERE...New York Harbor, including Raritan Bay and Sandy Hook Bay, and Peconic and Gardiners Bays. * WHEN...For the Freezing Spray Advisory, until 6 PM EST this evening. For the Small Craft Advisory, until 10 PM EST this evening. * IMPACTS...Operating a vessel in freezing spray is hazardous. Freezing spray may render mechanical and electronic components inoperative. Ice accretion on decks and superstructures may result in some loss of stability. Conditions will be hazardous to small craft. PRECAUTIONARY/PREPAREDNESS ACTIONS... Mariners should prepare for ice accumulation on their vessel and consider altering plans to avoid or mitigate these hazardous conditions. For the Cold Weather Advisory, very cold wind chills as low as 8 below expected. * WHERE...Hudson, Essex, and Union counties in New Jersey. All of New York City counties. * WHEN...For the Extreme Cold Warning, until 1 PM EST this afternoon. For the Cold Weather Advisory, from 1 PM this afternoon to 10 AM EST Monday. * IMPACTS...The cold wind chills could result in hypothermia if precautions are not taken.
