Winds gusting as high as 70 mph. * WHERE...Portions of eastern, northeastern, and southeastern Massachusetts and Rhode Island. * WHEN...From 4 PM this afternoon to 7 AM EST Tuesday. * IMPACTS...Visibilities may drop below 1/4 mile due to falling and blowing snow. The strong winds and weight of snow on tree limbs may down power lines and could cause sporadic power outages. Whiteout conditions are expected and will make travel treacherous and potentially life-threatening. Travel could be very difficult to impossible. Areas of blowing snow could significantly reduce visibility. The hazardous conditions could impact the Monday morning and evening commutes. Very strong winds could cause extensive tree damage. PRECAUTIONARY/PREPAREDNESS ACTIONS... Travel should be restricted to emergencies only. If you must travel, have a winter survival kit with you. If you get stranded, stay with your vehicle. &&
