West to southwest winds will gust as high as 35 mph the remainder
of this afternoon, with localized gusts to 40 mph possible in
more exposed locations such as ridgetops. This may be strong
enough to cause difficulties with some outdoor travel, especially
where cross winds occur.

Winds will gradually diminish with the loss of daytime heating
and mixing late this afternoon into the evening.

* WHAT...Flooding of larger creeks and streams is expected across
low lying areas.

* WHERE...Portions of northeast and southeast Kentucky, including
the following counties, in northeast Kentucky, Martin. In
southeast Kentucky, Breathitt, Clay, Floyd, Knott, Lee, Leslie,
Letcher, Magoffin, Perry and Pike.

* WHEN...Until 600 PM EDT.

* IMPACTS...Flooding of larger creeks, streams, especially in
low-lying and flood-prone locations is occurring.

* ADDITIONAL DETAILS...
- At 141 PM EDT, Flooding was ongoing in the warned area, as 2
to 4 inches of rainfall had occurred in the past 24 to 36
hours.
- Some locations that will experience flooding include...
Pikeville, Hazard, Prestonsburg, Jackson, Whitesburg,
Hindman, Hyden, Letcher, Estill, Bath, Jenkins, Coal Run
Village, Elkhorn City, Wheelwright, Fleming-Neon, Martin,
Pippa Passes, Forest Hills, Wayland and Vicco.

* IMPACTS...At 27.5 feet, Water covers Route 66 at the end of
Mulberry Street.

* ADDITIONAL DETAILS...
- At 7:00 AM EDT Saturday the stage was 21.0 feet.
- Forecast...The river is expected to rise to a crest of 27.6
feet this afternoon.
- Flood stage is 29.0 feet.
