...COASTAL FLOOD ADVISORY IN EFFECT FROM 10 AM TO 4 PM PST
FRIDAY...

* WHAT...Tidal overflow flooding expected.

* WHERE...North and Central Coast of Oregon.

* WHEN...From 10 AM to 4 PM PST Friday. The highest threat for
minor flooding is during the high tides from 11 AM to 1 PM PST.

* IMPACTS...Minor flooding and erosion, up to one foot above
ground level, during high tides is expected in the low lying
areas near bays, sloughs, and the lower reaches of the coastal
rivers.

* ADDITIONAL DETAILS...The tidal overflow concerns are due to the
combination of high river levels and high tides..

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Coastal Flood Advisory means that tidal overflow flooding is
expected. Coastal residents in the warned area should be alert
for rising water, and take appropriate action to protect life and
property.

Do not drive around barricades or through water of unknown depth.
Take the necessary actions to protect flood-prone property.

* WHAT...Seas 14 to 18 ft at 11 seconds and southwest winds 25
to 35 kt with gusts up to 50 kt.

* WHERE...Coastal waters from Cape Falcon to Cape Foulweather OR
out 10 NM, Coastal waters from Cape Foulweather to Florence OR
out 10 NM, Waters from Cape Falcon to Cape Foulweather OR from
10 to 60 NM and Waters from Cape Foulweather to Florence OR
from 10 to 60 NM.

* WHEN...Until 10 PM PST this evening.

* IMPACTS...Very strong winds will cause hazardous seas which
could capsize or damage vessels and reduce visibility.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Storm Warning means winds of 48 to 63 knots are imminent or
occurring. Recreational boaters should remain in port, or take
shelter until winds and waves subside. Commercial vessels should
prepare for very strong winds and dangerous sea conditions, and
consider remaining in port or taking shelter in port until winds
and waves subside.

Flood Advisory

...FLOOD ADVISORY IN EFFECT UNTIL 730 PM PST THIS EVENING...

* WHAT...Small stream flooding caused by excessive rainfall is
expected.

* WHERE...A portion of northwest Oregon, including the following
counties, Clatsop, Tillamook and Washington.

* WHEN...Until 730 PM PST.

* IMPACTS...Minor flooding in low-lying and poor drainage areas.
Water over roadways. Some low-water crossings may become
impassable. River or stream flows are elevated.

* ADDITIONAL DETAILS...
- At 136 PM PST, Doppler radar and automated rain gauges
indicated heavy rain. This will cause small stream flooding.
Rapid river rises will cause minor flooding in the advisory
area. Between 1 and 2 inches of rain have fallen.
- Additional rainfall amounts of 2 to 4 inches are expected
over the area. This additional rain will result in minor
flooding.
- Some locations that will experience flooding include...
Cannon Beach, Garibaldi, Manzanita, Tillamook, Rockaway
Beach, Lees Camp, Trask, Elsie, Cape Meares, Netarts,
Oceanside, Bay City, Wheeler, Nehalem, Foss, Salmonberry,
Hamlet, Mohler, Wilson River Summit and Sunset Summit.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be aware of your surroundings and do not drive on flooded roads.

Stay away or be swept away. River banks and culverts can become
unstable and unsafe.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.

* WHAT...Southwest winds 20 to 30 mph with gusts up to 60 mph.

* WHERE...Clatsop County and Tillamook County Coast, and South
Washington Coast.

* WHEN...Until 7 PM PST this evening.

* IMPACTS...Damaging winds will blow down trees and power lines.
Widespread power outages are expected. Travel will be difficult,
especially for high profile vehicles.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Prepare for potential power outages. If you have a gas-powered
generator, ensure you have enough fuel. Ensure you have batteries,
flashlights, and a way to maintain a safe body temperature if you
were to lose heating and cooling.

Winds this strong can make driving difficult, especially for high
profile vehicles. Use extra caution.

* WHAT...Minor flooding is forecast.

* IMPACTS...Above 19.0 feet, expect flooding along the lower Trask
River. Dairy farms, buildings, and some residences adjacent to the
Trask in the vicinity of Hwy 101 will be flooded.

* ADDITIONAL DETAILS...
- At 9:00 AM PST Thursday the stage was 11.3 feet.
- Bankfull stage is 15.0 feet.
- Forecast...The river will rise above flood stage this
afternoon, and crest around 18.3 feet this evening. It will
then fall below flood stage overnight.
- Flood stage is 16.5 feet.

of Nehalem begins, with the situation worsening during the high
tide. Also expect widespread low land flooding and numerous
flooded rural roads from the Foss gauging station downstream to
Nehalem.

* ADDITIONAL DETAILS...
- At 9:15 AM PST Thursday the stage was 11.4 feet.
- Bankfull stage is 13.0 feet.
- Forecast...The river will rise above flood stage this
afternoon and crest around 21.0 feet late this evening. It
will then fall below flood stage Friday morning.

* IMPACTS...Above 19.0 feet, expect widespread flooding in and near
Tillamook, from the Hwy 6 bridge over the Wilson downstream to Hwy
101 and local roads west of Hwy 101. Flooding of the Wilson River
RV park east of Tillamook is likely. Hwy 101 through the northern
portion of Tillamook has historically been closed at this and
higher stages. The worst of the flooding can be expected during
high tides.

* ADDITIONAL DETAILS...
- At 9:30 AM PST Thursday the stage was 7.9 feet.
- Bankfull stage is 10.5 feet.
- Forecast...The river will rise above flood stage this
afternoon and crest around 18.6 feet this evening. It will
then fall below flood stage overnight.
- Flood stage is 12.0 feet.

...FLOOD WATCH NOW IN EFFECT THROUGH SATURDAY AFTERNOON...

* WHAT...Flooding caused by excessive rainfall continues to be
possible.

* WHERE...Northwest Oregon and southwest Washington including the
following counties. In Oregon: Benton, Clackamas, Clatsop,
Columbia, Hood River, Lane, Linn, Lincoln, Marion, Multnomah,
Polk, Tillamook, Washington, and Yamhill. In Washington: Clark,
Cowlitz, Pacific, Skamania, and Wahkiakum.

* WHEN...Through Saturday afternoon.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Flooding may occur in poor drainage and urban areas. Storm drains
and ditches may become clogged with debris. Area creeks and
streams are running high and could flood with more heavy rain.
Landslides and debris flows are possible during this flood event.
People, structures, and roads located below steep slopes, in
canyons, and near the mouths of canyons may be at serious risk
from rapidly moving landslides.

* ADDITIONAL DETAILS...
- An atmospheric river is forecast to bring periods of heavy
rain to northwestern Oregon and southwestern Washington
today. This system occurs at a time when area rivers continue
to run high and soils remain saturated following heavy rain
earlier in the month. During initial heavy rainfall today,
the urban and small stream flooding threat will be most
urgent, although the details of precise timing and location
of the highest risk remains uncertain at this time. As runoff
works its way downstream, the river flooding threat will
increase tonight into Friday, with numerous area rivers now
forecast to reach at least Minor flood stage. Slower reacting
rivers may stay in flood stage into Saturday afternoon.
