For the Storm Watch, west winds 20 to 30 kt with gusts up to 50 kt and waves 2 to 4 feet possible. For the Low Water Advisory, abnormally low water levels expected. * WHERE...New York Harbor. * WHEN...For the Small Craft Advisory, until 8 PM EST this evening. For the Storm Watch, from Wednesday evening through Thursday morning. For the Low Water Advisory, from midnight Wednesday night to 4 AM EST Thursday. * IMPACTS...Storm force winds and hazardous waves could capsize or damage vessels and reduce visibility.
