For the Extreme Cold Warning, dangerously cold wind chills as low as 20 below expected. * WHERE...All of outhern Illinois, southwest Indiana, western Kentucky, and southeast Missouri. * WHEN...For the Cold Weather Advisory, until midnight CST /1 AM EST/ tonight. For the Extreme Cold Warning, from midnight CST /1 AM EST/ tonight to 10 AM CST /11 AM EST/ Tuesday. * IMPACTS...The dangerously cold wind chills as low as 20 below zero could cause frostbite on exposed skin in as little as 30 minutes. Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures. PRECAUTIONARY/PREPAREDNESS ACTIONS... Dress in layers including a hat, face mask, and gloves if you must go outside. Make frequent checks on older family, friends, and neighbors. Ensure portable heaters are used correctly.
