For the Extreme Cold Watch, dangerously cold wind chills as low as 30 below possible. * WHERE...Appanoose, Clarke, Decatur, Lucas, Monroe, Ringgold, Wayne, Davis, and Wapello Counties. * WHEN...For the High Wind Warning, until 11 PM CST this evening. For the Extreme Cold Watch, from late Thursday night through Saturday morning. * IMPACTS...Damaging winds will blow down trees and power lines. Widespread power outages are expected. Travel will be difficult, especially for high profile vehicles. The dangerously cold wind chills as low as 30 below zero could cause frostbite on exposed skin in as little as 30 minutes. PRECAUTIONARY/PREPAREDNESS ACTIONS... Remain in the lower levels of your home during the windstorm, and avoid windows. Watch for falling debris and tree limbs. Use caution if you must drive. Dress in layers including a hat, face mask, and gloves if you must go outside. Keep pets indoors as much as possible. Make frequent checks on older family, friends, and neighbors.
