For the Extreme Cold Watch, dangerously cold wind chills as low as 35 below possible. * WHERE...Cedar, Iowa, Johnson, Muscatine, Keokuk, Louisa, and Washington Counties. * WHEN...For the High Wind Warning, until midnight CST tonight. For the Extreme Cold Watch, from late Thursday night through Saturday morning. * IMPACTS...Gusty winds will blow around unsecured objects and down tree limbs, and a few power outages may result. The dangerously cold wind chills as low as 30 below zero could cause frostbite on exposed skin in as little as 10 minutes. PRECAUTIONARY/PREPAREDNESS ACTIONS... Remain in the lower levels of your home during the windstorm, and avoid windows. Watch for falling debris and tree limbs. Use caution if you must drive.
