For the second Extreme Cold Warning tonight, dangerously cold wind chills as low as 14 to 20 degrees expected. Hard freeze conditions could kill crops, other sensitive vegetation, and possibly damage unprotected outdoor plumbing. PRECAUTIONARY/PREPAREDNESS ACTIONS...
