Extensive street flooding and flooding of creeks and rivers are
possible. Area creeks and streams are running high and could flood
with more heavy rain.

* Flash Flood Warning for...
The Basin and Garnet burn scar in...
Northeastern Fresno County in central California...

* Until 330 PM PST Thursday.

* At 929 AM PST, Doppler radar indicated heavy rain over the Basin
and Garnet Burn Scar. The expected rainfall rate is 0.5 to 1 inch
in 1 hour. Flash flooding is ongoing or expected to begin shortly.

Excessive rainfall over the warning area will cause mud slides near
steep terrain. The mud slide can consist of rock, mud, vegetation
and other loose materials.

HAZARD...Life threatening flash flooding. Heavy rain producing
flash flooding in and around the Basin and Garnet Burn
Scar.

IMPACT...Life threatening flash flooding of areas in and around
the Basin and Garnet Burn Scar.

* Some locations that will experience flash flooding include...
Balch Power House and Fence Meadow.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

This is a life threatening situation. Heavy rainfall will cause
extensive and severe flash flooding of creeks...streams...and
ditches in the Basin and Garnet Burn Scar. Severe debris flows can
also be anticipated across roads. Roads and driveways may be washed
away in places. If you encounter flood waters...climb to safety.

Stay away or be swept away. River banks and culverts can become
unstable and unsafe.

Please report observed flooding to local emergency services or law
enforcement and request they pass this information to the National
Weather Service when you can do so safely.
