* Flash Flood Warning for...
southwestern Galveston County in southeastern Texas...
east central Brazoria County in southeastern Texas...

* until 800 PM CST.

* At 552 PM CST... local emergency management reported multiple
impassable roads and impacted houses due to heavy rainfall. Some
locations in the warned area have reported in excess of 11 inches
of rain. Flash flooding is already occurring.

* Some locations that will experience flooding include...
Galveston Island west end... Galveston causeway... Texas City... La
Marque... Santa Fe... Hitchcock... Galveston pier 21... Bayou Vista...
Jamaica Beach... Tiki Island... Galveston Pleasure Pier... Pelican
Island... schlitterbahn... Galveston State Park... the strand... San
Luis Pass... Scholes Field... Moody Gardens and offatts bayou.

Additional rainfall amounts of about an inch are possible in the
warned area overnight with continued light to moderate rainfall.

* At 442 PM CST... Doppler radar indicated training moderate to heavy
rain across the area. The combination of saturated
grounds... elevated tides and rainfall rates will lead to minor
flooding in the advisory area.

* Some locations that will experience flooding include...
eastern Baytown... Beach City... Mont Belvieu... Anahuac... Old
River-Winfree... Cove... High Island... Bolivar Peninsula... Winnie...

... Flash Flood Watch remains in effect through Sunday evening...

The Flash Flood Watch continues for

* portions of southeast Texas... including the following
counties... Jackson... Austin... Brazoria... Brazos... Burleson...
Chambers... Colorado... Fort Bend... Galveston... Grimes...
Harris... Houston... Liberty... Madison... Matagorda...
Montgomery... Polk... San Jacinto... Trinity... Walker... Waller...
Washington and Wharton.

* Through Sunday evening

* a series of upper level disturbances will push through the area
triggering periods of rain with embedded storms. As grounds
become more saturated... the threat of flash flooding will
progressively increase where training heavier cells move over
the same area. Excessive rainfall has occurred along the coast
on Saturday... and that will be the highest risk location through
Sunday morning. An additional 2 to 4 inches... with locally
higher amounts in excess of 8 inches are possible through
Monday. Where ground is already saturated it is most important
to focus on short term rainfall rates rather than totals
themselves. Even short bursts of heavy rainfall will quickly
cause flash flooding at those locations. To further complicate
things... elevated water levels in the bays and nearshore Gulf will
delay drainage of water.

* Street flooding and flooding of low lying areas will be the most
likely impact tonight. As of Saturday evening... area
rivers... streams and bayous were within banks. We will continue
to monitor trends.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.




319 PM CST Sat Dec 3 2016

... Coastal Flood Advisory now in effect until 6 am CST Sunday...

* coastal flooding... water levels up to 3.4 feet will cause
coastal flooding along east facing shorelines at the times of
high tide tonight.

* Timing... through early Sunday morning.

* Impacts... Gulf and Bay waters may overcome dunes and possibly
overwash sections of the Blue Water Highway in Brazoria
County. Low lying roadways... such as Toddville Road in
Seabrook... may also experience minor flooding.

Precautionary/preparedness actions...

A coastal Flood Advisory indicates that onshore winds and tides
will combine to generate flooding of low areas along the shore.
