...SEVERAL CLUSTERS OF STRONG THUNDERSTORM OVER THE WATERS...

At 433 AM AST, Doppler radar indicated showed several clusters of
strong thunderstorms, capable of producing winds to around 30
knots and frequent lightning. This thunderstorms were located
over mainly areas of the offshore and nearshore Atlantic waters.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Mariners can expect gusty winds to around 30 knots, locally higher
waves, and lightning strikes. Boaters should seek safe harbor
immediately until this storm passes.

* WHAT...Flooding caused by excessive rainfall continues to be
possible.

* WHERE...Portions of Puerto Rico, including the following areas,
Central Interior, Culebra, Eastern Interior, Mayaguez and
Vicinity, North Central, Northeast, Northwest, Ponce and Vicinity,
San Juan and Vicinity, Southeast, Southwest, Vieques and Western
Interior and Virgin Islands, including the following areas, St
Croix and St.Thomas...St. John...and Adjacent Islands.

* WHEN...From 10 AM AST this morning through Wednesday morning.

* IMPACTS...Flooding may occur in poor drainage and urban areas.
Low-water crossings may be flooded.

* ADDITIONAL DETAILS...
- As a trough continues to approach from the northwest, the
likelihood
of flooding will increase. The heaviest activity is
anticipated for
later this afternoon into early morning hours on Tuesday.
Based on
the latest guidance and the atmospheric set-up, the
confidence is
increasing though the exact placement remains uncertain.
