AFTERNOON...

* WHAT...Minor flooding is forecast.

* WHERE...Potomac River at Shepherdstown.

* WHEN...From this afternoon to Friday afternoon.

* IMPACTS...At 13.0 feet, River Road near Shepherdstown begins to
flood. Water completely covers the boat ramp at Shepherdstown.
At 15.0 feet, River Road is completely flooded in low spots
between Shepherdstown and Harpers Ferry. Significant portions of
the C&O Canal towpath are flooded between McMahons Mill and Dam
Number Four.
At 22.0 feet, Water approaches homes on the West Virginia side of
the river near Shepherdstown, and impacts are also observed on the
Maryland side, not just to the C&O Canal towpath, but also to
roads and structures.

* ADDITIONAL DETAILS...
- At 3:30 AM EDT Wednesday the stage was 4.7 feet, or 10.3 feet
below flood stage.
- Forecast...The river will rise above flood stage late this
afternoon to 21.4 feet just after midnight tonight. It will
then fall tomorrow morning. It will rise to 20.7 feet early
tomorrow afternoon. It will then fall below flood stage late
Friday morning.
- Flood stage is 15.0 feet.
- Flood History...This crest compares to a previous crest of
21.4 feet on 12/31/1942.

...FLOOD WARNING NOW IN EFFECT UNTIL LATE TOMORROW MORNING...

* WHAT...Minor flooding is forecast.

* WHERE...Opequon Creek near Martinsburg.

* WHEN...Until late tomorrow morning.

* IMPACTS...At 11.0 feet, Water begins to cover backyards of homes
on Bowers Road (County Road 1/1). Douglas Grove Road (County Road
9/16) is flooded and impassible. Water also approaches Golf Course
Road (County Road 36) and Grapevine Road (County Road 9/14).
At 12.5 feet, The creek is well out of its banks with lowlands
nearby flooded. Golf Course Road /County Road 36/ is flooded near
the Van Metre Ford Pedestrian Bridge. Fields and backyards near
the creek are flooded and some residents may need to move items to
higher ground. Several other roads are flooded, including
Grapevine Road, Douglas Grove Road, and Paynes Ford Road.
Backwater flooding is occurring on small tributaries, including
Tuscarora Creek.

- At 4:00 AM EDT Wednesday the stage was 9.3 feet, or 0.7 feet
below flood stage.
- Forecast...The river is expected to rise above flood stage
this morning to a crest of 12.1 feet this evening. It will
then fall below flood stage late tonight.
- Flood stage is 10.0 feet.
- Flood History...This crest compares to a previous crest of
12.1 feet on 01/01/1976.

* WHERE...Shenandoah River at Millville.

* WHEN...From this afternoon to early Friday afternoon.

* IMPACTS...At 11.0 feet, A small portion of Wilt Road (County Road
9/8) begins to flood. Water also begins to flow over Millville Dam.
At 12.0 feet, Water reaches the river access at Wagon Trail Place
near Harpers Ferry, and completely covers the parking lot of the
lower boat ramp at Millville Dam. Portions of the Cool Spring
Battlefield begin to flood.

* ADDITIONAL DETAILS...
- At 3:30 AM EDT Wednesday the stage was 3.0 feet, or 7.0 feet
below flood stage.
- Forecast...The river is expected to rise above flood stage
late this afternoon to a crest of 12.8 feet just after
midnight tonight. It will then fall below flood stage Friday
morning.
- Flood stage is 10.0 feet.
- Flood History...This crest compares to a previous crest of
12.8 feet on 12/17/2018.
