* WHAT...South winds 10 to 20 kt with frequent gusts to 25 kt.

* WHERE...Puget Sound and Hood Canal.

* WHEN...Until 4 AM PST Saturday.

* IMPACTS...Conditions will be hazardous to small craft.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Small Craft Advisory means that wind speeds of 21 to 33 knots
and/or seas 10 feet or higher are expected to produce hazardous
wave conditions to small craft. Inexperienced mariners,
especially those operating smaller vessels should avoid
navigating in these conditions.

...FLOOD WATCH REMAINS IN EFFECT THROUGH SATURDAY MORNING...

* WHAT...Flooding caused by excessive rainfall continues to be
possible.

* WHERE...Portions of northwest and west central Washington,
including the following counties, in northwest Washington, Grays
Harbor. In west central Washington, King, Lewis, Pierce and
Thurston.

* WHEN...Through Saturday morning.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Creeks and streams may rise out of their banks. Flooding may occur
in poor drainage and urban areas. Storm drains and ditches may
become clogged with debris. Area creeks and streams are running
high and could flood with more heavy rain.

* ADDITIONAL DETAILS...
- Rainfall from yesterday as well as expected showers today
will allow for continued reactions and possible rises on area
rivers. Additionally, those rivers that are seeing waters
recede may see the rate at which these waters fall slow down.
This will allow for potential flooding to continue into the
weekend.

* WHAT...Minor flooding is occurring and minor flooding is forecast.

* WHERE...White River near Mud Mtn. Dam Outflow.

* WHEN...Until further notice.

* IMPACTS...At 8,000.0 cfs, the White River will spill over its
banks below Mud Mountain Dam producing high water that will
encroach on roads and residences, particularly in the Red Creek
area. 8000 cfs on the White River is within phase 3 flood in the
King County flood system.

* ADDITIONAL DETAILS...
- At 11:00 PM PST Thursday the flow was 9,090.0 cfs.
- Flood flow is 9,000.0 cfs.
- Recent Activity...The maximum river flow in the 24 hours
ending at 11:00 PM PST Thursday was 9,100.0 cfs.
- Forecast...The river is expected to remain near 9,000 cfs
overnight through Friday. It will then rise to near 9,500 cfs
over the weekend and stay there into early next week.
- Flood History...No available flood history.

* IMPACTS...At 13.0 feet, the Cedar River will cause minor flooding
along the river in Renton.

* ADDITIONAL DETAILS...
- At 11:15 PM PST Thursday the stage was 13.1 feet.
- Flood stage is 13.0 feet.
- Recent Activity...The maximum river stage in the 24 hours
ending at 11:15 PM PST Thursday was 14.2 feet.
- Forecast...The river is expected to rise to a crest of 13.7
feet late tonight, then very gradually recede into early next
week. It will remain in flood stage throughout that time
period.

* WHAT...Minor flooding is forecast.

* WHERE...Cedar River near Landsburg.

* WHEN...Until further notice.

* IMPACTS...At 5.7 feet, the Cedar River will cause flooding from
Landsburg downstream through Maplewood. Swift waters will flood
roads and some residential areas, especially in Maple Valley.
Flooding threatens Beyers Road. A stage of 5.7 feet on the Cedar
River corresponds roughly to a phase 4 flood in the King County
flood system.

* ADDITIONAL DETAILS...
- At 11:15 PM PST Thursday the stage was 5.0 feet.
- Flood stage is 5.7 feet.
- Although river levels have fallen below flood stage, waters
are expected to rise above flood stage overnight due to
earlier rains.
- Forecast...Once the river increases overnight, it will remain
right around flood stage into early next week.

forecast.

* WHERE...White River at R Street Bridge.

* IMPACTS...At 10,000.0 cfs, River flooding may occur upstream of
the A Street Bridge in the City of Auburn. River levels will
likely be up against the temporary flood protection barriers, with
flooding likely at Government Canal and Butte Avenue in the City
of Pacific and downstream of the Stewart Street Bridge in the City
of Sumner.

* ADDITIONAL DETAILS...
- At 10:45 PM PST Thursday the flow was 10,100.0 cfs.
- Flood flow is 7,500.0 cfs.
- Recent Activity...The maximum river flow in the 24 hours
ending at 10:45 PM PST Thursday was 10,100.0 cfs.
- Forecast...The river is rising and expected to slowly rise to
around 10000 cfs by Saturday morning. It will then hold
steady into next week.

* IMPACTS...At 9,000.0 cfs, the Green River will flood low areas of
the middle Green River valley with water over SE Green Valley Rd.
Some backwater inundation is possible in lower Mill Creek basin
between Auburn and Kent. A flow of 9000 cfs feet on the Green
River corresponds to a phase 3 flood in the King County flood
system.

* ADDITIONAL DETAILS...
- At 10:45 PM PST Thursday the flow was 9,720.0 cfs.
- Flood flow is 9,000.0 cfs.
- Recent Activity...The maximum river flow in the 24 hours
ending at 10:45 PM PST Thursday was 9,760.0 cfs.
- Forecast...The river is expected to remain near 9,700 cfs
tonight then slowly drift lower over the next several days
but remain above flood flow.

...HEAVY RAINFALL THIS WEEK HAS LED TO AN INCREASED THREAT OF
LANDSLIDES IN WESTERN WASHINGTON...

Significant rainfall over the past week has increased soil moisture
to high levels across western Washington. This significant rain will
continue to put extra pressure on soil instability, leading to an
increased threat of landslides and debris flows, especially from
recent burned areas, with additional rainfall acting as a trigger.

Numerous landslides have already occurred in Whatcom, Skagit, King
Counties and others. More landslides continue to be possible.

Areas most susceptible to landslides debris flows under these
conditions are steep coastal bluffs, other steep hillsides or
road cuts, and recent burned areas. A diminishing threat of
landslides and debris flows will continue for several days after
the rain ends.
