PRECAUTIONARY/PREPAREDNESS ACTIONS... A Small Craft Advisory means that wind speeds of 21 to 33 knots and/or seas 10 feet or higher are expected to produce hazardous wave conditions to small craft. Inexperienced mariners, especially those operating smaller vessels should avoid navigating in these conditions. &&

...FLOOD WATCH REMAINS IN EFFECT THROUGH FRIDAY AFTERNOON... * WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...Portions of northwest and west central Washington, including the following counties, in northwest Washington, Clallam, Grays Harbor, Island, Jefferson, Kitsap, Mason, San Juan, Skagit and Whatcom. In west central Washington, King, Lewis, Pierce, Snohomish and Thurston. * WHEN...Through Friday afternoon. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Storm drains and ditches may become clogged with debris. Area creeks and streams are running high and could flood with more heavy rain. * ADDITIONAL DETAILS... - An atmospheric river will continue to impact the area through much of the week and bring periods moderate to heavy rain to the region. Sharp rises are occurring on area rivers, especially those flowing off the Olympics and Cascades. Urban and small stream flooding is possible for areas with poor drainage. ...HEAVY RAINFALL THIS WEEK WILL LEAD TO AN INCREASED THREAT OF LANDSLIDES IN WESTERN WASHINGTON... Rainfall of up to 8 to 10 inches over the past several days has increased antecedent soil moisture to high levels across western Washington. Additional heavy rainfall of 1 to 4 inches across the lowlands and 4 to 10 inches over the Olympics and Cascades is expected through late Wednesday. Wet and unsettled conditions are also favored to continue through the rest of the week. This amount of rain will put extra pressure on soil instability, leading to an increased threat of landslides and debris flows, especially from recent burned areas. A mudslide was reported along I-90 Monday evening near North Bend, causing highway closures and extensive delays. More landslides are possible. Areas most susceptible to landslides debris flows under these conditions are steep coastal bluffs, other steep hillsides or road cuts, and recent burned areas. A diminishing threat of landslides and debris flows will continue for several days after the rain ends.
