...FLOOD WARNING IN EFFECT FROM THIS AFTERNOON TO LATE TONIGHT...

* WHAT...Minor flooding is occurring.

* WHERE...Snohomish River near Monroe.

* WHEN...From this afternoon to late tonight.

* IMPACTS...At 14.0 feet, feet...the Snohomish River will locally
spill over its banks into low pasture lands along the river.

* ADDITIONAL DETAILS...
- At 5:15 PM PDT Thursday the stage was 15.0 feet.
- Flood stage is 15.0 feet.
- Recent Activity...The maximum river stage in the 24 hours
ending at 5:15 PM PDT Thursday was 15.0 feet.
- Forecast...The river is expected to hover near 15.0 feet, or
minor flood stage, through this evening before gradually
lowering to 14.6 feet late tomorrow evening.
- Flood History...This crest compares to a previous crest of
14.9 feet on 12/13/1966.

...FLOOD WATCH REMAINS IN EFFECT THROUGH FRIDAY AFTERNOON...

* WHAT...Flooding caused by excessive rainfall continues to be
possible.

* WHERE...Portions of northwest and west central Washington,
including the following counties, in northwest Washington, Skagit
and Whatcom. In west central Washington, King and Snohomish.

* WHEN...Through Friday afternoon.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.

* ADDITIONAL DETAILS...
- An additional 2 to 4 inches of rain are expected over the
North and Central Cascades through Friday. Rainfall rates in
the mountains will peak into Friday. This will create a
double (or even triple) crest scenario on Friday, pushing
some rivers back above flood stage. The Snoqualmie and
Snohomish Rivers will likely remain above flood stage. The
rivers most likely to go back above flood stage Friday are
the Skykomish and Tolt Rivers. New rivers likely to exceed
flood stage are the Stillaguamish and Skagit Rivers, with the
latest forecast showing the Skagit River to rise into
Moderate Flood stage and just below Major Flood stage.

You should monitor later forecasts and be alert for possible Flood
Warnings. Those living in areas prone to flooding should be prepared
to take action should flooding develop.

...HEAVY RAINFALL THURSDAY THROUGH FRIDAY WILL LEAD TO AN INCREASED
THREAT OF LANDSLIDES IN WESTERN WASHINGTON...

Rainfall of 2 to 7 inches over the past 3 days has increased soil
moisture to high levels across western Washington. Heavy rainfall of
0.75 up to 4 inches is expected over the next 30 hours. This amount
of rain will put extra pressure on soil instability, leading to an
increased threat of landslides and debris flows, especially from
recent burned areas.

Over the last couple days at least one landslide has been reported
in King County. More landslides are possible.

Areas most susceptible to landslides debris flows under these
conditions are steep coastal bluffs, other steep hillsides or
road cuts, and recent burned areas. A diminishing threat of
landslides and debris flows will continue for several days after
the rain ends.

* WHAT...Near moderate flooding is occurring and moderate flooding
is forecast.

* WHERE...Snohomish River at Snohomish.

* WHEN...Until late Sunday morning.

* IMPACTS...At 27.0 feet, the Snohomish River will flood several
roads...including the Snohomish-Monroe highway...and low areas of
the lower Snohomish valley that are not protected by levees.  A
stage of 27 feet on the Snohomish River corresponds roughly to a
Phase 2 in the Snohomish County flood program.

* ADDITIONAL DETAILS...
- At 11:00 AM PDT Thursday the stage was 26.8 feet.
- Flood stage is 25.0 feet.
- Recent Activity...The maximum river stage in the 24 hours
ending at 11:00 AM PDT Thursday was 27.0 feet.
- Forecast...The river will fall below flood stage tomorrow
morning. It will then rise above flood stage early Saturday
morning to 25.8 feet late Saturday morning. It will fall
below flood stage again Saturday evening and continue to
fall.
