...FLOOD WATCH REMAINS IN EFFECT THROUGH WEDNESDAY AFTERNOON...

* WHAT...Flooding caused by excessive rainfall continues to be
possible.

* WHERE...Portions of northwest Oregon, including the following
areas, Cascade Foothills in Lane County, Central Coast Range of
Western Oregon, Central Oregon Coast, Central Willamette Valley,
Coast Range of Northwest Oregon, Greater Portland Metro Area,
Lower Columbia, North Oregon Coast, Northern Oregon Cascade
Foothills and South Willamette Valley and southwest Washington,
including the following areas, Greater Vancouver Area, I-5
Corridor in Cowlitz County, South Washington Cascade Foothills,
South Washington Coast and Willapa Hills.

* WHEN...Through Wednesday afternoon.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Creeks and streams may rise out of their banks.

* ADDITIONAL DETAILS...
- Periods of rain will continue Monday through Wednesday,
heaviest Monday night through Tuesday night as another
atmospheric river aims at southwest Washington and northwest
Oregon. This is also when flooding concerns are highest.

Additional rain amounts expected between 4 pm PST Monday and
4 am PST Wednesday (36 hour rain totals): 3 to 5 inches along
the south Washington coast, north Oregon coast, and central
Oregon coast, 3 to 5 inches with localized amounts up to 7.5
inches over the Coast Range and Willapa Hills (highest
amounts in higher terrain), 1.25 to 2.5 inches across the
interior lowlands of southwest Washington and northwest
Oregon (highest from Salem northward), 1 to 6 inches across
the south Washington and north Oregon Cascades, 0.25 to 1.5
inches for the Lane County Cascades, 2 to 4 inches for the
Columbia River Gorge, and up to 2 inches for the Hood River
Valley.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

You should monitor later forecasts and be alert for possible Flood
Warnings. Those living in areas prone to flooding should be prepared
to take action should flooding develop.

...FLOOD ADVISORY IN EFFECT UNTIL 1 AM PST THURSDAY...

* WHAT...Urban and small stream flooding caused by excessive
rainfall is expected.

* WHERE...Much of southwest Washington and northwest Oregon,
excluding the high Cascades, mid-Columbia Gorge and Hood River
Valley.

* WHEN...Until 100 AM PST Thursday.

* IMPACTS...Minor flooding in low-lying and poor drainage areas.
Ponding of water is expected later tonight and Wednesday.  Areas
most likely to see such flooding will be the coast, coast
mountains, and throughout the I-5 corridor.

* ADDITIONAL DETAILS...
- At 246 PM PST, Rain, heavy at times, will spread across
southwest Washington and far northwest Oregon later tonight.
Rain will gradually spread to the east and southeast through
Wednesday morning. Another 3 to 6 inches of rain are expected
along the coast and coast mountains, with 1 to 3 inches for
the interior lowlands. Rainfall more variable in the
Cascades, with 1 to 4 inches expected, heaviest being north
of Santiam River basin. This will cause urban and small
stream flooding. With already saturated soils, this new
rainfall will cause many smaller streams and culverts to run
full, and cause minor flooding. In addition, areas with poor
drainage, such as railroad crossings and underpasses, will
quickly see standing water.
- Rainfall will gradually ease later Wednesday afternoon.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

Be aware of your surroundings and do not drive on flooded roads.

...SMALL CRAFT ADVISORY REMAINS IN EFFECT FROM 8 AM TO 4 PM PST
TUESDAY...

* WHAT...For the Gale Warning, seas 6 to 11 ft at 10 seconds and
south winds 20 to 30 kt with gusts up to 50 kt. For the Small
Craft Advisory, Rough bar conditions expected. General seas 12
to 15 ft through Tuesday evening. First ebb current of 3.39 kt
at 934 PM Monday. Seas 13 to 16 ft. Second ebb current of 2.75
kt at 1050 AM Tuesday. Seas 12 to 14 ft.

* WHERE...In the Main Channel of the Columbia River Bar.

* WHEN...Gale Warning, until 8 AM PST Tuesday. Small Craft
Advisory, from 8 AM to 4 PM PST Tuesday.

* IMPACTS...Strong winds will cause hazardous seas which could
capsize or damage vessels and reduce visibility.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Gale Warning means winds of 34 to 47 knots are imminent or
occurring. Operating a vessel in gale conditions requires
experience and properly equipped vessels. It is highly
recommended that mariners without the proper experience seek safe
harbor prior to the onset of gale conditions.
