For the Small Craft Advisory, rough bar conditions expected with seas 9 to 13 ft at 12 seconds. * WHERE...In the Main Channel of the Columbia River Bar. * WHEN...Gale Warning, until 10 PM PST this evening. Small Craft Advisory, from 10 PM this evening to 1 PM PST Thursday. * IMPACTS...Strong winds will cause hazardous seas which could capsize or damage vessels and reduce visibility. * ADDITIONAL DETAILS...First ebb current of 3.24 kt at 853 AM Wednesday. Seas 11 to 13 ft. Second ebb current of 4.41 kt at 854 PM Wednesday. Seas 11 to 13 ft. Third ebb current of 3.37 kt at 953 AM Thursday. Seas 9 to 10 ft. PRECAUTIONARY/PREPAREDNESS ACTIONS... A Gale Warning means winds of 34 to 47 knots are imminent or occurring. Operating a vessel in gale conditions requires experience and properly equipped vessels. ...FLOOD ADVISORY NOW IN EFFECT UNTIL 7 AM PST WEDNESDAY... * WHAT...Urban and small stream flooding caused by excessive rainfall continues. * WHERE...Portions of northwest Oregon, including the following counties, Clatsop and Columbia and southwest Washington, including the following counties, Cowlitz, Pacific and Wahkiakum. * WHEN...Until 700 AM PST Wednesday. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Water over roadways. Ponding of water in urban or other areas is occurring or is imminent. * ADDITIONAL DETAILS... - At 949 PM PST, Doppler radar and automated rain gauges indicated heavy rain. This is causing urban and small stream flooding. Rapid river rises have already caused minor flooding in the advisory area. Between 4 and 6 inches of rain have fallen. - Additional rainfall amounts of 1 to 2 inches are expected over the area. There is moderate to high confidence (50-70% chance) for rainfall rates increasing to 0.20-0.40" per hour. Rainfall rates this high would continue urban, river, and small stream flooding. - Some locations that will experience flooding include... Kelso, Astoria, Warrenton, Castle Rock, Cathlamet, Frances, Grays River, Coldwater Ridge Visitors Center, Cougar, Longview, Ocean Park, Raymond, Rainier, Clatskanie, South Bend, Ilwaco, East Cathlamet, Skamokawa, Stella and Ryderwood. - http://www.weather.gov/safety/flood PRECAUTIONARY/PREPAREDNESS ACTIONS... Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. ...FLOOD WARNING NOW IN EFFECT UNTIL THURSDAY AFTERNOON... * WHAT...Minor flooding is occurring and moderate flooding is forecast. * WHERE...Grays River at Covered Bridge near Rosburg. * WHEN...Until Thursday afternoon. * IMPACTS...Above 30.5 feet, expect widespread lowland flooding and numerous flooded roads near Rosburg and Hwy 4. These include Covered Bridge Road near the gage and the roadway approaches to the Altoona Bridge downstream of the gage. * ADDITIONAL DETAILS... - At 9:15 PM PST Tuesday the stage was 29.1 feet. - Bankfull stage is 27.5 feet. - Recent Activity...The maximum river stage in the 24 hours ending at 9:15 PM PST Tuesday was 33.4 feet. - Forecast...The river will rise to 30.6 feet late tonight. It will then fall below flood stage late Thursday morning to 25.4 feet late Monday morning. It will rise to 26.2 feet Tuesday, December 16. It will then fall to 25.6 feet Wednesday, December 17. ...WIND ADVISORY IN EFFECT UNTIL 10 PM PST WEDNESDAY... * WHAT...Southwest winds 10 to 20 mph with peak gusts up to 25 to 30 mph for interior lowland valleys, and 35 to 45 mph for higher terrain. * WHERE...Greater Portland/Vancouver Metro, Northern and Central Coast Range Valleys and Mountains of Oregon, Willapa Hills and Adjacent River Valleys of Pacific and Wahkiakum Counties, Lower Columbia River and Cowlitz River Valleys, Central Willamette Valley, Clackamas County Cascade Foothills, and South Washington Cascade Foothills. * WHEN...Until 10 PM PST Wednesday. * IMPACTS...Gusty winds combined with very saturated soils will increase the chances for downed trees and possible power outages. * ADDITIONAL DETAILS...Winds are not expected to gust at peak intensity for the entire duration of the advisory. Impacts are more likely where the highest wind gusts occur. High confidence in at least isolated to scattered wind related impacts, however the exact locations are uncertain.
