* WHAT...Southwest winds 20 to 30 mph with gusts up to 45 mph

RIVER REMAINS IN EFFECT UNTIL 9 PM PST THIS EVENING FOR WEST CENTRAL
KING COUNTY...

At 153 PM PST, county dispatch reported a breach on the Desimone
Levee on the Green River near S Todd Blvd failed causing flash
flooding of immediately surrounding areas.

HAZARD...Life threatening flash flooding from a levee failure.

IMPACT...Life threatening flash flooding of areas near the levee
break.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

If you are in low lying areas along the Desimone Levee on the Green
River you should move to higher ground immediately.

Move to higher ground now. Act quickly to protect your life.

FLASH FLOOD...OBSERVED;
FLASH FLOOD DAMAGE THREAT...CONSIDERABLE;
LEVEE FAILURE...OCCURRING

...HEAVY RAINFALL THIS WEEK WILL LEAD TO AN INCREASED THREAT OF
LANDSLIDES IN WESTERN WASHINGTON...

Rainfall from the past week has increased soil moisture to high
levels across western Washington. Additional rainfall of around 2-6
inches is expected early this week. This amount of rain will put
extra pressure on soil instability, leading to an increased threat of
landslides and debris flows, especially from recent burned areas.
This rain event could act as a trigger for new landslides.

Areas most susceptible to landslides debris flows under these
conditions are steep coastal bluffs, other steep hillsides or
road cuts, and recent burned areas. A diminishing threat of
landslides and debris flows will continue for several days after
the rain ends.

* WHERE...Cedar River near Landsburg.

* WHEN...Until late this evening.

* IMPACTS...At 5.7 feet, the Cedar River will cause flooding from
Landsburg downstream through Maplewood. Swift waters will flood
roads and some residential areas, especially in Maple Valley.
Flooding threatens Beyers Road. A stage of 5.7 feet on the Cedar
River corresponds roughly to a phase 4 flood in the King County
flood system.

* ADDITIONAL DETAILS...
- At 9:00 AM PST Monday the stage was 6.0 feet.
- Flood stage is 5.7 feet.
- Forecast...The river is expected to remain near flood stage
this morning falling below flood stage this afternoon.

- At 8:15 AM PST Monday the stage was 13.7 feet.
- Flood stage is 13.0 feet.
- Forecast...The river is expected to remain near 13.5 feet
through today then slowly fall below flood stage early
tomorrow morning.

* WHAT...Minor flooding is occurring and minor flooding is forecast.

* WHERE...Green River near Auburn.

* WHEN...Until further notice.

* IMPACTS...At 10,000.0 cfs, the Green River will flood low areas of
the middle Green River valley with water over SE Green Valley Rd.
Some flooding is possible at a few low spots along the banks of
the Green River in Auburn, including near Issac Evans Park in
lower Mill Creek basin between Auburn and Kent due to backwater. A
flow of 9000 cfs feet on the Green River corresponds to a phase 3
flood in the King County flood system.

* ADDITIONAL DETAILS...
- At 7:45 AM PST Monday the flow was 9,910.0 cfs.
- Flood flow is 9,000.0 cfs.
- Recent Activity...The maximum river flow in the 24 hours
ending at 11:45 PM PST Sunday was 11,300 cfs.
- Forecast...The river will remain near 10,00 cfs through
Tuesday with possible rises Wednesday.

...FLOOD WATCH REMAINS IN EFFECT FROM 10 AM PST THIS MORNING THROUGH
THURSDAY AFTERNOON...

* WHAT...Flooding caused by excessive rainfall continues to be
possible.

* WHERE...Portions of northwest and west central Washington,
including the following counties, in northwest Washington,
Clallam, Grays Harbor, Jefferson, Kitsap, Mason, Skagit and
Whatcom. In west central Washington, King, Lewis, Pierce,
Snohomish and Thurston.

* WHEN...From 10 AM PST this morning through Thursday afternoon.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Creeks and streams may rise out of their banks. Flooding may occur
in poor drainage and urban areas. Storm drains and ditches may
become clogged with debris. Area creeks and streams are running
high and could flood with more heavy rain.

* ADDITIONAL DETAILS...
- A series of weather systems this week will bring another
round of significant rainfall to western Washington through
Wednesday. Preliminary liquid totals of 2 to 6 inches,
locally higher in some spots, will cause additional sharp
rises to area rivers.
Urban and small stream flooding remains possible for areas
with poor drainage.

Very saturated soils will maintain increased risk for
potential landslides and debris flows off of burn scars.
