A Small Craft Advisory means that wind speeds of 21 to 33 knots
and/or seas 10 feet or higher are expected to produce hazardous
wave conditions to small craft. Inexperienced mariners,
especially those operating smaller vessels should avoid
navigating in these conditions.

* WHAT...Minor flooding is forecast.

* WHERE...South Fork Stillaguamish River near Jordan Rd. Bridge.

* IMPACTS...At 211.0 feet, the South Fork Stillaguamish River will
cause flooding along the river and tributaries.  A stage of 14.5
feet corresponds to Phase 2 in the Snohomish County Flood Warning
System.

- At 8:30 PM PST Wednesday the stage was 210.6 feet.
- Flood stage is 211.0 feet.
- Forecast...The river is expected to rise above flood stage
late this evening to a crest of 211.8 feet late tonight. It
will then fall below flood stage tomorrow morning.

* WHAT...Minor flooding is occurring and major flooding is forecast.

* WHERE...Stillaguamish River at Arlington.

* WHEN...Until Friday morning.

* IMPACTS...At 20.0 feet, the Stillaguamish River will cause near
record major flooding. Deep and swift flood waters will inundate
many roads including Highway 530 east of Arlington and at Island
Crossing and most valley roads downstream of I-5 to Stanwood.
Levees are subject to overtopping and damage.  Flooding will occur
all along the river including headwaters...tributaries...and other
streams within and near the Stillaguamish River Basin. This stage
corresponds to Phase 4 in Snohomish County flood program.

* ADDITIONAL DETAILS...
- At 9:05 PM PST Wednesday the stage was 17.1 feet.
- Flood stage is 14.0 feet.
- Recent Activity...The maximum river stage in the 24 hours
ending at 9:05 PM PST Wednesday was 17.2 feet.
- Forecast...The river is expected to rise to a crest of 20.7
feet late tonight. It will then fall below flood stage
tomorrow evening.
- Flood History...This crest compares to a previous crest of
20.0 feet on 11/24/1990.

* WHAT...Moderate flooding is occurring and major flooding is
forecast.

* WHERE...North Fork Stillaguamish River near Arlington.

* WHEN...Until late tomorrow evening.

* IMPACTS...At 15.0 feet, the North Fork Stillaguamish River will
cause extensive flooding from near Darrington downstream to the
confluence with the South Fork Stillaguamish River...including
Oso...Cicero...Swede Heaven and SR 530.  Flood waters will also
cause riverbank erosion.  Flooding will occur all along the river
including headwaters...tributaries...and other streams within and
near the N Fork Stillaguamish River Basin. A stage of 15 feet
corresponds to Phase 4 in the Snohomish County Flood Warning
System.

* ADDITIONAL DETAILS...
- At 8:15 PM PST Wednesday the stage was 14.1 feet.
- Flood stage is 13.0 feet.
- Recent Activity...The maximum river stage in the 24 hours
ending at 8:15 PM PST Wednesday was 14.1 feet.
- Forecast...The river is expected to rise to a crest of 15.1
feet late tonight. It will then fall below flood stage early
tomorrow afternoon.
- Flood History...This crest compares to a previous crest of
14.8 feet on 02/08/1996.

* WHAT...Flooding caused by excessive rainfall continues to be
possible.

* WHERE...Portions of northwest and west central Washington,
including the following counties, in northwest Washington,
Clallam, Grays Harbor, Island, Jefferson, Kitsap, Mason, San Juan,
Skagit and Whatcom. In west central Washington, King, Lewis,
Pierce, Snohomish and Thurston.

* WHEN...Through Friday afternoon.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Flooding may occur in poor drainage and urban areas. Storm drains
and ditches may become clogged with debris. Area creeks and
streams are running high and could flood with more heavy rain.

* ADDITIONAL DETAILS...
- An atmospheric river will continue to impact the area through
much of the week and bring periods moderate to heavy rain to
the region. Sharp rises are occurring on area rivers,
especially those flowing off the Olympics and Cascades.

Urban and small stream flooding is possible for areas with
poor drainage.

Saturated soils will bring increased potential for landslides
and debris flows on burn scars.

* WHERE...Pilchuck River near Snohomish.

* WHEN...From this evening to tomorrow evening.

* IMPACTS...At 18.0 feet, the Pilchuck River spills out of its
banks...flooding residences and roads in low lying areas along the
river from Granite Falls downstream through the Lake Stevens area
and Snohomish. This includes areas around Sexton Rd. and Orchard
Ave in Snohomish.

* ADDITIONAL DETAILS...
- At 3:45 PM PST Wednesday the stage was 16.4 feet.
- Flood stage is 18.0 feet.
- Forecast...The river is expected to rise above flood stage
late this evening to a crest of 19.1 feet late tonight. It
will then fall below flood stage late tomorrow morning.

within and near the Skykomish River Basin. A stage of 22 feet on
the Skykomish River corresponds to a Phase 4 in the Snohomish
County flood program.

* ADDITIONAL DETAILS...
- At 2:30 PM PST Wednesday the stage was 23.6 feet.
- Flood stage is 15.0 feet.
- Recent Activity...The maximum river stage in the 24 hours
ending at 2:30 PM PST Wednesday was 23.6 feet.
- Forecast...The river is expected to fall below flood stage
early Friday morning and continue falling to 9.6 feet late
Saturday morning.

- Recent Activity...The maximum river stage in the 24 hours

feet late tomorrow evening. It will then fall below flood
stage Saturday morning.

feet tomorrow afternoon. It will then fall below flood stage

* WHERE...In the foothill areas of northwest and west central
Washington, including the following counties, in northwest
Washington, Skagit and Whatcom. In west central Washington, King
and Snohomish.

* WHEN...Until 400 AM PST Thursday.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
and flood-prone locations is imminent or occurring. Numerous roads
remain closed due to flooding. Streams continue to rise due to
excess runoff from earlier rainfall.

* ADDITIONAL DETAILS...
- At 1237 PM PST, gauge reports indicated heavy rain. Flooding
is already occurring in the warned area. Between 1 and 3
inches of rain have fallen.
- Additional rainfall amounts of 4 to 6 inches are possible in
the warned area.
- Some locations that will experience flooding include...
Everett, Sedro-Woolley, North Bend, Gold Bar, Carnation,
Darrington, Concrete, Index, Stevens Pass, Snoqualmie Pass,
Deming, Sammamish, Monroe, Snoqualmie, Enumclaw, Duvall,
Sultan, Granite Falls, Skykomish and Rockport.

* WHAT...Flooding caused by excessive rainfall is expected.

* WHERE...A portion of west central Washington, including the
following counties, King and Snohomish.

* WHEN...Until 1215 AM PST Thursday.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
and flood-prone locations is imminent or occurring.

* ADDITIONAL DETAILS...
- At 1208 PM PST, gauge reports indicated heavy rain. Flooding
is ongoing or expected to begin shortly in South Fork
Skykomish River. Between 6 and 10 inches of rain have fallen.
- Additional rainfall amounts of 3 to 5 inches are possible in
the warned area. Flooding is occurring along the South Fork
Skykomish River.
- Some locations that will experience flooding include...
Skykomish and Baring.

...HEAVY RAINFALL THIS WEEK WILL LEAD TO AN INCREASED THREAT OF
LANDSLIDES IN WESTERN WASHINGTON...

Rainfall of up to 8 to 10 inches over the past several days has
increased antecedent soil moisture to high levels across western
Washington. Additional heavy rainfall of 1 to 4 inches across the
lowlands and 4 to 10 inches over the Olympics and Cascades is
expected through late Wednesday. Wet and unsettled conditions are
also favored to continue through the rest of the week. This amount of
rain will put extra pressure on soil instability, leading to an
increased threat of landslides and debris flows, especially from
recent burned areas.

A mudslide was reported along I-90 Monday evening near North Bend,
causing highway closures and extensive delays. More landslides are
possible.

Areas most susceptible to landslides debris flows under these
conditions are steep coastal bluffs, other steep hillsides or
road cuts, and recent burned areas. A diminishing threat of
landslides and debris flows will continue for several days after
the rain ends.
