...FLOOD WATCH REMAINS IN EFFECT FROM 10 AM PST THIS MORNING THROUGH
THURSDAY AFTERNOON...

* WHAT...Flooding caused by excessive rainfall continues to be
possible.

* WHERE...Portions of northwest and west central Washington,
including the following counties, in northwest Washington,
Clallam, Grays Harbor, Jefferson, Kitsap, Mason, Skagit and
Whatcom. In west central Washington, King, Lewis, Pierce,
Snohomish and Thurston.

* WHEN...From 10 AM PST this morning through Thursday afternoon.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Creeks and streams may rise out of their banks. Flooding may occur
in poor drainage and urban areas. Storm drains and ditches may
become clogged with debris. Area creeks and streams are running
high and could flood with more heavy rain.

* ADDITIONAL DETAILS...
- A series of weather systems this week will bring another
round of significant rainfall to western Washington through
Wednesday. Preliminary liquid totals of 2 to 6 inches,
locally higher in some spots, will cause additional sharp
rises to area rivers.
Urban and small stream flooding remains possible for areas
with poor drainage.

Very saturated soils will maintain increased risk for
potential landslides and debris flows off of burn scars.

You should monitor later forecasts and be alert for possible Flood
Warnings. Those living in areas prone to flooding should be prepared
to take action should flooding develop.

* WHAT...Minor flooding is occurring and minor flooding is forecast.

* WHERE...White River near Mud Mtn. Dam Outflow.

* WHEN...Until further notice.

* IMPACTS...At 10,000 cfs, the White River will flood areas above
and below Mud Mountain Dam downstream to near Auburn. Deep and
swift flood waters will inundate roads and surround and cut off
access to some homes in the Red Creek area. Flood damages occur at
the fish hatchery near the City of Enumclaw. 10000 cfs on the
White river corresponds to a phase 4 flood in the King County
flood system.

* ADDITIONAL DETAILS...
- At 11:59 PM PST Sunday the flow was 10,230 cfs.
- Flood flow is 9,000 cfs.
- Recent Activity...The maximum river flow in the 24 hours
ending at 11:59 PM PST Sunday was 10,330 cfs.
- Forecast...The river is expected to remain near 10,000 cfs
until late Wednesday evening.

* WHAT...Moderate flooding is occurring and moderate flooding is
forecast.

* WHERE...White River at R Street Bridge.

* WHEN...Until further notice.

* IMPACTS...At 10,000 cfs, River flooding may occur upstream of the
A Street Bridge in the City of Auburn. River levels will likely be
up against the temporary flood protection barriers, with flooding
likely at Government Canal and Butte Avenue in the City of Pacific
and downstream of the Stewart Street Bridge in the City of Sumner.

* ADDITIONAL DETAILS...
- At 11:45 PM PST Sunday the flow was 11,200 cfs.
- Flood flow is 7,500 cfs.
- Recent Activity...The maximum river flow in the 24 hours
ending at 11:45 PM PST Sunday was 11,800 cfs.
- Forecast...The river is expected to remain between 10,500 cfs
and 11,000 cfs through Wednesday.

...HIGH WIND WATCH IN EFFECT FROM TUESDAY EVENING THROUGH WEDNESDAY
MORNING...

* WHAT...Southwest winds 25 to 45 mph with gusts 55 to 65 mph
possible.

* WHERE...Eastern Strait of Juan de Fuca, Foothills and Valleys of
the North Cascades, Lake Crescent Area Including US 101, Foothills
and Valleys of Central King County, Foothills and Valleys of
Pierce and Southern King Counties, Foothills and Valleys of
Snohomish and Northern King Counties, and Foothills and Valleys of
Thurston and Lewis Counties.

* WHEN...From Tuesday evening through Wednesday morning.

* IMPACTS...Damaging winds could blow down trees and power lines.
Widespread power outages are possible. Travel could be difficult,
especially for high profile vehicles.

* ADDITIONAL DETAILS...Saturated soils from heavy rain ahead of the
event will make it easier for these winds to create widespread
impacts.

...HEAVY RAINFALL THIS WEEK WILL LEAD TO AN INCREASED THREAT OF
LANDSLIDES IN WESTERN WASHINGTON...

Rainfall from the past week has increased soil moisture to high
levels across western Washington. Additional rainfall of around 2-6
inches is expected early this week. This amount of rain will put
extra pressure on soil instability, leading to an increased threat of
landslides and debris flows, especially from recent burned areas.
This rain event could act as a trigger for new landslides.

Areas most susceptible to landslides debris flows under these
conditions are steep coastal bluffs, other steep hillsides or
road cuts, and recent burned areas. A diminishing threat of
landslides and debris flows will continue for several days after
the rain ends.
