Winds gusting as high as 40 mph. * WHERE...Portions of northern New York, Champlain Valley and parts of northern Vermont. * WHEN...Until 4 PM EST Monday. * IMPACTS...Isolated power outages and tree damage are likely due to the ice. Travel could be nearly impossible. The hazardous conditions will impact the Monday morning commute. * ADDITIONAL DETAILS...The heaviest ice accumulation will occur between midnight and 10 AM Monday.
