* WHAT...Dangerously cold wind chills as low as 15 to 20 degrees
below 0 possible.

* WHERE...Portions of northwest North Carolina, central, south
central, southwest, and west central Virginia, and southeast West
Virginia.

* WHEN...From Monday evening through Tuesday morning.

* IMPACTS...The cold wind chills as low as 15 to 20 degrees below
zero could result in hypothermia or frostbite if precautions are
not taken. Frostbite and hypothermia will occur if unprotected
skin is exposed to these temperatures.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Dress in layers including a hat, face mask, and gloves if you must
go outside.

Keep pets indoors as much as possible.

Make frequent checks on older family, friends, and neighbors. Ensure
portable heaters are used correctly. Do not use generators or grills
inside.

...WINTER STORM WARNING REMAINS IN EFFECT UNTIL 1 PM EST MONDAY...

* WHAT...Heavy mixed precipitation. Additional snow and sleet
accumulations up to three inches and ice accumulations between one
tenth and four tenths of an inch. Winds gusting as high as 40 mph.

* WHERE...Portions of central, south central, southwest, and west
central Virginia and southeast West Virginia.

* WHEN...Until 1 PM EST Monday.

* IMPACTS...Roads will be slick and hazardous. Significant ice
accumulation on power lines and tree limbs may cause widespread
and long-lasting power outages. Travel could be nearly impossible.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Consider delaying all travel. If travel is absolutely necessary,
drive with extreme caution. Consider taking a winter storm kit along
with you, including such items as tire chains, booster cables,
flashlight, shovel, blankets and extra clothing. Also take water, a
first aid kit, and anything else that would help you survive in case
you become stranded.
