* TIMING...winds increasing after 10 am Sunday, and peaking in
middle to late afternoon.

* WINDS...west 20 to 30 mph with gusts up to 50 mph.

* RELATIVE HUMIDITY...as low as 8-12 percent.

* TEMPERATURES...up to upper 80s.

* IMPACTS...any fires that develop will likely spread rapidly.

...FLOOD WATCH IN EFFECT THROUGH FRIDAY EVENING...

* WHAT...Flooding caused by a potential break of the Cement Lake Dam
in west El Paso is possible.

* WHERE...Areas below Cement Lake Dam in west El Paso, including
extreme southeastern Dona Ana County and portions of western El
Paso County.

* WHEN...Through Friday evening.

* IMPACTS...If a dam failure at Cement Lake occurs, flooding may
impact portions of Loop-375, Paisano Drive, and Doniphan Drive.

Enhanced flows may occur on the Rio Grande down to the American
Diversion Dam, including along Brickland Road. Low water levels in
the Rio Grande will mitigate impacts. Razor wire in the flood plain
at the Cement Lake outlet could become entangled with debris, or
partially submerged, affecting flood flows and creating an
additional hazard.
