In southeast Pennsylvania, Eastern Chester and Western Chester. * WHEN...Until midnight EDT tonight. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - A stalling front combined with plenty of moist and unstable air can result in slow moving thunderstorms this afternoon and evening.
