For the Wind Advisory, northwest winds 15 to 25 mph with gusts up to 50 mph expected. * WHERE...A portion of south central Pennsylvania. * WHEN...For the Extreme Cold Warning, from 4 AM Saturday to 10 AM EST Sunday. For the Wind Advisory, from 4 AM to 10 PM EST Saturday. * IMPACTS...Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. The dangerously cold wind chills as low as 20 below zero could cause frostbite on exposed skin in as little as 30 minutes. PRECAUTIONARY/PREPAREDNESS ACTIONS... Use extra caution when driving, especially if operating a high profile vehicle. Secure outdoor objects. Persons are urged to stay indoors until conditions improve. If you must go outside, dress in layers. Several layers of clothes will keep you warmer than a single heavy coat. Cover exposed skin to reduce your risk of frostbite or hypothermia. ...AIR QUALITY ALERT IN EFFECT THROUGH TONIGHT... The Pennsylvania Department of Environmental Protection has issued a Code ORANGE Air Quality Alert for the Susquehanna Valley. A Code ORANGE Air Quality Alert means that air pollution concentrations within the region may become unhealthy for sensitive groups. Sensitive groups include children, people suffering from asthma, heart disease or other lung diseases, and the elderly. The effects of air pollution can be minimized by avoiding strenuous activity or exercise outdoors.
