...FLOOD WARNING NOW IN EFFECT UNTIL EARLY FRIDAY AFTERNOON...

* WHAT...Minor flooding is occurring and minor flooding is forecast.

* WHERE...Nehalem River near Foss.

* WHEN...Until early Friday afternoon.

* IMPACTS...Above 20.0 feet, flooding of some buildings in the town
of Nehalem begins, with the situation worsening during the high
tide. Also expect widespread low land flooding and numerous
flooded rural roads from the Foss gauging station downstream to
Nehalem.

* ADDITIONAL DETAILS...
- At 8:15 PM PST Thursday the stage was 16.6 feet.
- Bankfull stage is 13.0 feet.
- Recent Activity...The maximum river stage in the 24 hours
ending at 8:15 PM PST Thursday was 16.6 feet.
- Forecast...The river is expected to crest around 19.1 feet
late this evening. The river will then fall below flood stage
Friday morning.
- Flood stage is 15.0 feet.

...FLOOD WARNING NOW IN EFFECT UNTIL 1145 PM PST THIS EVENING...

* WHAT...Small stream flooding caused by excessive rainfall
continues.

* WHERE...A portion of northwest Oregon, including the following
counties, Clatsop, Tillamook and Washington.

* WHEN...Until 1145 PM PST.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
and flood-prone locations is imminent or occurring. Several
structures are flooded and some sand bagging operations are
continuing. Streams continue to rise due to excess runoff from
earlier rainfall. Low-water crossings are inundated with water and
may not be passable.

* ADDITIONAL DETAILS...
- At 823 PM PST, Doppler radar and automated rain gauges
indicated heavy rain. Flooding is ongoing or expected to
begin shortly in the warned area. Between 2 and 4 inches of
rain have fallen.
- Additional rainfall around 1 inch possible in the warned
area.
- Some locations that will experience flooding include...
Cannon Beach, Garibaldi, Manzanita, Pacific City, Tillamook,
Rockaway Beach, Trask, Lees Camp, Netarts, Cape Meares,
Oceanside, Elsie, Cloverdale, Neskowin, Bay City, Wheeler,
Nehalem, Foss, Salmonberry and Blaine.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

Stay away or be swept away. River banks and culverts can become
unstable and unsafe.

...COASTAL FLOOD ADVISORY REMAINS IN EFFECT FROM 10 AM TO 4 PM
PST FRIDAY...

* WHAT...Tidal overflow flooding expected.

* WHERE...North and Central Coast of Oregon.

* WHEN...From 10 AM to 4 PM PST Friday. The highest threat for
minor flooding is during the high tides from 11 AM to 1 PM PST.

* IMPACTS...Minor flooding and erosion, up to one foot above
ground level, during high tides is expected in the low lying
areas near bays, sloughs, and the lower reaches of the coastal
rivers.

* ADDITIONAL DETAILS...The tidal overflow concerns are due to the
combination of high river levels and high tides.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Coastal Flood Advisory means that tidal overflow flooding is
expected. Coastal residents in the warned area should be alert
for rising water, and take appropriate action to protect life and
property.

County Lowlands, Cascade Foothills of Marion and Linn Counties,
Cascades of Lane County, Cascades of Marion and Linn Counties,
Central Coast of Oregon, Central Columbia River Gorge I-84
Corridor, Central Oregon Coast Range, Central Oregon Coast Range
Lowlands, Clackamas County Cascade Foothills, Clatsop County
Coast, East Central Willamette Valley, East Portland Metro, Inner

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Flooding may occur in poor drainage and urban areas. Storm drains
and ditches may become clogged with debris. Area creeks and
streams are running high and could flood with more heavy rain.
Landslides and debris flows are possible during this flood event.
People, structures, and roads located below steep slopes, in
canyons, and near the mouths of canyons may be at serious risk
from rapidly moving landslides.

* ADDITIONAL DETAILS...
- An atmospheric river is forecast to bring periods of heavy
rain to northwestern Oregon and southwestern Washington
today. This system occurs at a time when area rivers continue
to run high and soils remain saturated following heavy rain
earlier in the month. During initial heavy rainfall today,
the urban and small stream flooding threat will be most
urgent, although the details of precise timing and location
of the highest risk remains uncertain at this time. As runoff
works its way downstream, the river flooding threat will
increase tonight into Friday, with numerous area rivers now
forecast to reach at least Minor flood stage. Slower reacting
rivers may stay in flood stage into Saturday afternoon.

Warnings. Those living in areas prone to flooding should be prepared
to take action should flooding develop.

...GALE WARNING REMAINS IN EFFECT UNTIL 10 PM PST THIS EVENING...

* WHAT...Seas 11 to 16 ft at 10 seconds and west winds 25 to 30
kt with gusts up to 40 kt.

* WHERE...In the Main Channel of the Columbia River Bar.

* WHEN...Until 10 PM PST this evening.

* IMPACTS...Strong winds will cause hazardous seas which could
capsize or damage vessels and reduce visibility.


PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Gale Warning means winds of 34 to 47 knots are imminent or
occurring. Operating a vessel in gale conditions requires
experience and properly equipped vessels. It is highly
recommended that mariners without the proper experience seek safe
harbor prior to the onset of gale conditions.
