...FLOOD WARNING NOW IN EFFECT UNTIL EARLY FRIDAY AFTERNOON... * WHAT...Minor flooding is occurring and minor flooding is forecast. * WHERE...Nehalem River near Foss. * WHEN...Until early Friday afternoon. * IMPACTS...Above 20.0 feet, flooding of some buildings in the town of Nehalem begins, with the situation worsening during the high tide. Also expect widespread low land flooding and numerous flooded rural roads from the Foss gauging station downstream to Nehalem. * ADDITIONAL DETAILS... - At 8:15 PM PST Thursday the stage was 16.6 feet. - Bankfull stage is 13.0 feet. - Recent Activity...The maximum river stage in the 24 hours ending at 8:15 PM PST Thursday was 16.6 feet. - Forecast...The river is expected to crest around 19.1 feet late this evening. ...FLOOD WARNING NOW IN EFFECT UNTIL 1145 PM PST THIS EVENING... * WHAT...Small stream flooding caused by excessive rainfall continues. * WHERE...A portion of northwest Oregon, including the following counties, Clatsop, Tillamook and Washington. * WHEN...Until 1145 PM PST. * IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. Several structures are flooded and some sand bagging operations are continuing. Streams continue to rise due to excess runoff from earlier rainfall. Low-water crossings are inundated with water and may not be passable. * ADDITIONAL DETAILS... - At 823 PM PST, Doppler radar and automated rain gauges indicated heavy rain. Flooding is ongoing or expected to begin shortly in the warned area. Between 2 and 4 inches of rain have fallen. - Additional rainfall around 1 inch possible in the warned area. - Some locations that will experience flooding include... Cannon Beach, Garibaldi, Manzanita, Pacific City, Tillamook, Rockaway Beach, Trask, Lees Camp, Netarts, Cape Meares, Oceanside, Elsie, Cloverdale, Neskowin, Bay City, Wheeler, Nehalem, Foss, Salmonberry and Blaine. - http://www.weather.gov/safety/flood PRECAUTIONARY/PREPAREDNESS ACTIONS... ...COASTAL FLOOD ADVISORY REMAINS IN EFFECT FROM 10 AM TO 4 PM PST FRIDAY... * WHAT...Tidal overflow flooding expected. * WHERE...North and Central Coast of Oregon. * WHEN...From 10 AM to 4 PM PST Friday. The highest threat for minor flooding is during the high tides from 11 AM to 1 PM PST. * IMPACTS...Minor flooding and erosion, up to one foot above ground level, during high tides is expected in the low lying areas near bays, sloughs, and the lower reaches of the coastal rivers. * ADDITIONAL DETAILS...The tidal overflow concerns are due to the combination of high river levels and high tides. PRECAUTIONARY/PREPAREDNESS ACTIONS... A Coastal Flood Advisory means that tidal overflow flooding is expected. Coastal residents in the warned area should be alert for rising water, and take appropriate action to protect life and property. &&

Flooding may occur in poor drainage and urban areas. Storm drains and ditches may become clogged with debris. Area creeks and streams are running high and could flood with more heavy rain. Landslides and debris flows are possible during this flood event. People, structures, and roads located below steep slopes, in canyons, and near the mouths of canyons may be at serious risk from rapidly moving landslides. * ADDITIONAL DETAILS... - An atmospheric river is forecast to bring periods of heavy rain to northwestern Oregon and southwestern Washington today. This system occurs at a time when area rivers continue to run high and soils remain saturated following heavy rain earlier in the month. During initial heavy rainfall today, the urban and small stream flooding threat will be most urgent, although the details of precise timing and location of the highest risk remains uncertain at this time. As runoff works its way downstream, the river flooding threat will increase tonight into Friday, with numerous area rivers now forecast to reach at least Minor flood stage.
