PRECAUTIONARY/PREPAREDNESS ACTIONS... A Gale Warning means winds of 34 to 47 knots are imminent or occurring. Operating a vessel in gale conditions requires experience and properly equipped vessels. Landslides possible in areas of steep terrain, and debris flows possible over recently burned areas. * WHERE...Counties in Oregon: Benton, Clackamas, Clatsop, Columbia, Hood River, Lane, Lincoln, Linn, Marion, Multnomah, Polk, Tillamook, Washington, and Yamhill. Counties in Washington: Clark, Cowlitz, Pacific, Skamania, and Wahkiakum. * WHEN...From late tonight through late Thursday night. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Landslides and debris flows are possible during this flood event. People, structures, and roads located below steep slopes, in canyons, and near the mouths of canyons may be at serious risk from rapidly moving landslides. * ADDITIONAL DETAILS... - A prolonged atmospheric river is expected to bring periods of heavy rain to northwest Oregon and southwest Washington Monday through Wednesday, with periods of lighter rain continuing Thursday into Friday. Rivers draining the coastal mountains and several Willamette Tributaries have the highest chance of flooding at 40 to 80%. Chances for flooding along the Willamette mainstem remains low at less than 10%. Urban flooding is possible and water on roadways will increase the risk of hydroplaning. There is a a 70% chance of reaching Moderate flood, and a 50% chance of reaching Major flood. * WHERE...Wilson River near Tillamook. * WHEN...From Monday evening until further notice. * IMPACTS...Above 15.5 feet, expect widespread flooding in the north part of Tillamook along Hwy 101 from Hoquarton Slough north to the Tillamook Creamery, especially during high tides. The most noticable flood impacts are to low-lying roads and some buildings near Dougherty Slough and the lower Wilson River. Widespread flooding of low lying dairy and pasture land and some rural access roads from Wilson River Loop Road downstream to Hwy 101 and along Makinster Rd and Goodspeed Rd west of Hwy 101 can be expected as well. * ADDITIONAL DETAILS... - At 2:30 PM PST Sunday the stage was 6.4 feet. - Bankfull stage is 10.5 feet. - Forecast...The river will fall to 6.1 feet late tonight. It will then rise above flood stage late tomorrow evening to 15.0 feet early Tuesday morning. It will fall below flood stage to 11.5 feet late Tuesday morning. It will then rise above flood stage again early Tuesday afternoon to 13.8 feet late Wednesday morning. ...COASTAL FLOOD ADVISORY FOR MINOR TIDAL OVERFLOW IN EFFECT FROM 2 PM TO 6 PM PST MONDAY... * WHAT...Tidal overflow flooding expected. * WHERE...Clatsop and Tillamook Coast, and South Washington Coast. * WHEN...From 2 PM to 6 PM PST Monday. * IMPACTS...Minor flooding, up to one foot above ground level, during high tides is expected in the low lying areas near bays, sloughs, and the lower reaches of the coastal rivers. * ADDITIONAL DETAILS...Coastal flooding threat is due to a combination of higher tides in addition to rivers running high due to runoff from heavy precipitation on Monday. Total tides at Toke Point, Tongue Point, and Garibaldi are forecast to be around 9.5 feet. High river flows and runoff from heavy precipitation will increase the flood potential in the tidally influenced reaches and estuaries of coastal rivers. PRECAUTIONARY/PREPAREDNESS ACTIONS... A Coastal Flood Advisory means that tidal overflow flooding is expected. Coastal residents in the warned area should be alert for rising water, and take appropriate action to protect life and property. &&
