...COASTAL FLOOD ADVISORY IN EFFECT FROM 8 AM TO 4 PM PST
THURSDAY...

* WHAT...Tidal overflow flooding expected due to a combination of
high tides and increased flow along coastal rivers.

* WHERE...North and Central Coast of Oregon, and South
Washington Coast.

* WHEN...From 8 AM to 4 PM PST Thursday.

* IMPACTS...Minor flooding, up to one above ground level, during
high tides is expected in the low lying areas near bays,
sloughs, and the lower reaches of the coastal rivers.

* ADDITIONAL DETAILS...The tidal gauge in Toke Point, Astoria, and
Garibaldi are all forecast to see tides of 9.5 ft or higher.
When combined with high flow rates from heavy rain, tidal
overflow concerns increase.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Coastal Flood Advisory means that tidal overflow flooding is
expected. Coastal residents in the warned area should be alert
for rising water, and take appropriate action to protect life and
property.

* WHAT...For the Hazardous Seas Warning, very steep and
hazardous seas 9 to 13 ft at 12 seconds and south winds 10 to
20 kt with gusts up to 25 kt. For the Storm Warning, seas 14
to 19 ft at 13 seconds and southwest winds 30 to 40 kt with
gusts up to 55 kt expected.

* WHERE...Coastal waters from Cape Falcon to Cape Foulweather OR
out 10 NM and Coastal waters from Cape Foulweather to Florence
OR out 10 NM.

* WHEN...Hazardous Seas Warning, until 4 AM PST Thursday. Storm
Warning, from 4 AM to 10 PM PST Thursday.

* IMPACTS...Very strong winds will cause hazardous seas which
could capsize or damage vessels and reduce visibility.

* ADDITIONAL DETAILS...A coastal jet is forecast to develop with
gusts up to 55 kt south of Rockaway Beach. Strongest winds will
be between 7 AM to 4 PM Thursday.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Storm Warning means winds of 48 to 63 knots are imminent or
occurring. Recreational boaters should remain in port, or take
shelter until winds and waves subside. Commercial vessels should
prepare for very strong winds and dangerous sea conditions, and

* WHAT...Minor flooding is forecast.

* WHERE...Wilson River near Tillamook.

* WHEN...Until Friday morning.

* IMPACTS...Above 15.5 feet, expect widespread flooding in the north
part of Tillamook along Hwy 101 from Hoquarton Slough north to the
Tillamook Creamery, especially during high tides. The most
noticable flood impacts are to low-lying roads and some buildings
near Dougherty Slough and the lower Wilson River. Widespread
flooding of low lying dairy and pasture land and some rural access
roads from Wilson River Loop Road downstream to Hwy 101 and along
Makinster Rd and Goodspeed Rd west of Hwy 101 can be expected as
well.

* ADDITIONAL DETAILS...
- At 3:30 PM PST Wednesday the stage was 9.1 feet.
- Bankfull stage is 10.5 feet.
- Forecast...The river is expected to rise above flood stage
early Thursday afternoon and crest around 15.0 feet late
Thursday evening. The river will then fall below flood stage
early Friday morning.
- Flood stage is 12.0 feet.

* WHAT...Minor flooding is forecast.

* WHERE...Trask River near Tillamook.

* WHEN...From Thursday evening to early Friday morning.

* IMPACTS...Above 16.5 feet, expect minor flooding along the lower
Trask River. Dairy farms, buildings, and a few residences adjacent
to the Trask in the vicinity of Hwy 101 may be threatened.

* ADDITIONAL DETAILS...
- At 3:00 PM PST Wednesday the stage was 11.7 feet.
- Bankfull stage is 15.0 feet.
- Forecast...The river will rise above flood stage Thursday
evening and crest around 17.0 feet late Thursday evening. It
will then fall below flood stage early Friday morning.
- Flood stage is 16.5 feet.

Cascades of Lane County, Cascades of Marion and Linn Counties,
Central Coast of Oregon, Central Columbia River Gorge I-84
Corridor, Central Oregon Coast Range, Central Oregon Coast Range
Lowlands, Clackamas County Cascade Foothills, Clatsop County
Coast, East Central Willamette Valley, East Portland Metro, Inner
Portland Metro, Lane County Cascade Foothills, Lane County

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Flooding may occur in poor drainage and urban areas. Storm drains
and ditches may become clogged with debris. Area creeks and
streams are running high and could flood with more heavy rain.
Landslides and debris flows are possible during this flood event.
People, structures, and roads located below steep slopes, in
canyons, and near the mouths of canyons may be at serious risk
from rapidly moving landslides.

* ADDITIONAL DETAILS...
- An atmospheric river is forecast to bring periods of heavy
rain to northwestern Oregon and southwestern Washington at a
time when area rivers continue to run high and soils remain
saturated following heavy rain earlier in the month. During
initial heavy rainfall on Thursday, the urban and small
stream flooding threat will be most urgent, although the
details of precise timing and location of the highest risk
remains uncertain at this time. As runoff works its way
downstream, the river flooding threat will increase Thursday
night into Friday, with numerous area rivers now forecast to
reach at least Minor flood stage.
