...FLOOD WATCH NOW IN EFFECT THROUGH SATURDAY AFTERNOON...

* WHAT...Flooding caused by excessive rainfall continues to be
possible.

* WHERE...Northwest Oregon and southwest Washington including the
following counties. In Oregon: Benton, Clackamas, Clatsop,
Columbia, Hood River, Lane, Linn, Lincoln, Marion, Multnomah,
Polk, Tillamook, Washington, and Yamhill. In Washington: Clark,
Cowlitz, Pacific, Skamania, and Wahkiakum.

* WHEN...Through Saturday afternoon.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Flooding may occur in poor drainage and urban areas. Storm drains
and ditches may become clogged with debris. Area creeks and
streams are running high and could flood with more heavy rain.
Landslides and debris flows are possible during this flood event.
People, structures, and roads located below steep slopes, in
canyons, and near the mouths of canyons may be at serious risk
from rapidly moving landslides.

* ADDITIONAL DETAILS...
- An atmospheric river is forecast to bring periods of heavy
rain to northwestern Oregon and southwestern Washington
today. This system occurs at a time when area rivers continue
to run high and soils remain saturated following heavy rain
earlier in the month. During initial heavy rainfall today,
the urban and small stream flooding threat will be most
urgent, although the details of precise timing and location
of the highest risk remains uncertain at this time. As runoff
works its way downstream, the river flooding threat will
increase tonight into Friday, with numerous area rivers now
forecast to reach at least Minor flood stage. Slower reacting
rivers may stay in flood stage into Saturday afternoon.

* IMPACTS...Gusty winds will blow around unsecured objects. Tree

* WHAT...Major flooding is forecast. The current river forecast
would be the largest flood on this river since the February 1996
flood.

* WHERE...Clackamas River at Estacada.

* IMPACTS...Above 25.0 feet, expect major flood damage at parks
along the river. Also expect flooding in Carver, along with
numerous homes along the Clackamas River from Estacada downstream
to the confluence with the Willamette.

- Bankfull stage is 18.0 feet.
- Forecast...The river will rise above flood stage Thursday

- Forecast...The river will rise above flood stage late

slightly exceeds the February 1996 flood.

* WHERE...Molalla River near Canby.

* WHEN...From late Thursday night to Friday evening.

* IMPACTS...Above 25.0 feet, expect major flooding from Canby to the
Willamette River. Historically, businesses along Hwy 99E in West
Canby have been threatened by high water at this point. Flooding
in the community of Barlow can be expected at this and higher
stages, along with flooding of numerous homes and agricultural
land.

- Bankfull stage is 20.0 feet.
- Forecast...The river will rise above flood stage Thursday
night before cresting around 25.1 feet Friday morning before

* IMPACTS...Above 21.5 feet, expect significant bank erosion, large
amounts of debris in the river, and flooding of low areas along
the river, especially in the lower reach of the Sandy near
Troutdale.

- Bankfull stage is 18.0 feet.
- Forecast...The river will rise above flood stage Thursday
evening and crest around 21.2 feet early Friday morning. It
