* At 420 PM EDT, Doppler radar indicated thunderstorms producing
heavy rain across the warned area. Between 0.5 and 1 inch of rain
has fallen. Flash flooding is ongoing or expected to begin shortly.

HAZARD...Flash flooding caused by thunderstorms.

SOURCE...Radar indicated.

IMPACT...Flash flooding of small creeks and streams, urban areas,
highways, streets and underpasses as well as other poor
drainage and low-lying areas.

* Some locations that will experience flash flooding include...
Point Pleasant, Pomeroy, Racine, New Haven, Mason, Middleport,
Syracuse, Hartford City, Cheshire, Letart, Lakin and Mount Alto.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

* WHAT...Flash flooding caused by excessive rainfall is possible.

* WHERE...Portions of northeast Kentucky, including the following
counties, Boyd, Carter, Greenup and Lawrence, southeast Ohio,
including the following counties, Gallia, Lawrence OH, Meigs and
Washington, and West Virginia, including the following counties,
Boone, Braxton, Cabell, Calhoun, Clay, Doddridge, Gilmer, Jackson
WV, Kanawha, Lewis, Lincoln, Logan, Mason, Mingo, Pleasants,
Putnam, Ritchie, Roane, Tyler, Wayne, Wirt and Wood.

* WHEN...Until 9 PM EDT this evening.

* IMPACTS...Area creeks and streams are running high and could flood
with more heavy rain.

* ADDITIONAL DETAILS...
- Slow moving heavy showers and thunderstorms associated with the
remnant circulation of Isaias are expected to move into the
region this afternoon. Some areas have already seen 2 to 3 inches
of rainfall and could flood quickly with additional localized
heavy rain.
