* WHERE...In New York, Onondaga, Seneca, Southern Cayuga, and Yates
Counties. In Pennsylvania, Lackawanna and Luzerne Counties.

* WHEN...Until 9 AM EDT this morning.

* IMPACTS...Frost and freeze conditions could kill sensitive
vegetation and possibly damage unprotected outdoor plumbing.

* ADDITIONAL DETAILS...Clouds have been slow to clear this evening,
but are expected to thin out late in most areas. It will only take
a couple hours of clear skies for frost and freezing conditions to
develop before sunrise.
