...EXTREME COLD WARNING IN EFFECT FROM 7 AM SATURDAY TO 1 PM EST SUNDAY... * WHAT...Dangerously cold wind chills of 25 to 40 below zero expected. * WHERE...The St. Lawrence Valley and northern Adirondacks of New York. * WHEN...From 7 AM Saturday to 1 PM EST Sunday. * IMPACTS...The dangerously cold wind chills as low as 40 below zero could cause frostbite on exposed skin in as little as 10 minutes. Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures. PRECAUTIONARY/PREPAREDNESS ACTIONS... Persons are urged to stay indoors until conditions improve. If you must go outside, dress in layers. Several layers of clothes will keep you warmer than a single heavy coat. Cover exposed skin to reduce your risk of frostbite or hypothermia.
