* WHERE...In New York, Northern Franklin, Northern St. Lawrence, and
Southwestern St. Lawrence Counties. In Vermont, Orange,
Washington, Lamoille, Eastern Rutland, Western Rutland, and
Western Windsor Counties.

* WHEN...For the Frost Advisory, from midnight tonight to 8 AM EDT
Thursday. For the Freeze Watch, from Thursday evening through
Friday morning.

* IMPACTS...Frost and freeze conditions could kill crops, other
sensitive vegetation and possibly damage unprotected outdoor
plumbing. Frost could harm sensitive outdoor vegetation. Sensitive
