Tree limbs could be blown down and a few power outages may result. * ADDITIONAL DETAILS...The highest gusts will be between Midnight and 6 AM Thursday, particularly between Ticonderoga and Plattsburgh in New York and between Ludlow and Strafford in Vermont.
