Localized rainfall amounts of 2-3 inches in a couple of hours later this afternoon and evening. * WHERE...Portions of central New York, including the following areas, Broome, Chemung, Chenango, Cortland, Delaware, Otsego, Sullivan and Tioga and northeast Pennsylvania, including the following areas, Bradford, Northern Wayne and Susquehanna. * WHEN...Through late tonight. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - Showers and thunderstorms developing across the area can be slow-moving and lead to heavy rainfall and instances of flash flooding. Rainfall rates can near, or exceed 1 inch per hour at times.
