Between 3 and 5 inches of rain have fallen. The expected rainfall rate is 0.5 to 1 inch in 1 hour. Additional rainfall amounts of 0.5 to 1.5 inches are possible in the warned area. Flash flooding is already occurring. HAZARD...Life threatening flash flooding. Heavy rain producing flash flooding. SOURCE...Law enforcement reported. IMPACT...Life threatening flash flooding of creeks and streams, urban areas, highways, streets and underpasses. * Some locations that will experience flash flooding include... Paterson, Passaic, Wayne, Bloomfield, Orange, Paramus, Lyndhurst, Rutherford, Caldwell, Kearny, Hawthorne, Fairfield, Clifton, East Orange, West Orange, Montclair, Belleville, Fair Lawn, Garfield and Livingston. PRECAUTIONARY/PREPAREDNESS ACTIONS... Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be aware of your surroundings and do not drive on flooded roads. Excessive runoff from heavy rainfall will cause flooding of urban areas, highways, streets and underpasses as well as other drainage areas and low lying spots. If you are in a basement, be prepared to move to a higher floor. Stay away or be swept away. River banks and culverts can become unstable and unsafe. Overflowing poor drainage areas. Ponding of water in urban or other areas is occurring or is imminent. * ADDITIONAL DETAILS... - At 927 AM EDT, Doppler radar indicated heavy rain.
