* WHAT...For the Extreme Cold Warning, dangerously cold wind chills
as low as 54 below expected. For the Extreme Cold Watch,
dangerously cold wind chills as low as 49 below possible.

* WHERE...Portions of north central and northwest Minnesota and
northeast North Dakota.

* WHEN...For the Extreme Cold Warning, from 3 AM Thursday to noon
CST Friday. For the Extreme Cold Watch, from Friday afternoon
through Sunday morning.

* IMPACTS...The dangerously cold wind chills as low as 55 below zero
could cause frostbite on exposed skin in as little as 5 minutes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Dress in layers including a hat, face mask, and gloves if you must
go outside.

Keep pets indoors as much as possible.

Make sure outdoor animals have a warm, dry shelter, food, and

...WINTER WEATHER ADVISORY REMAINS IN EFFECT UNTIL 6 PM CST THIS
EVENING...

* WHAT...Snow showers and areas of blowing snow. Additional snow
accumulations up to one inch. Winds gusting as high as 50 mph in
southeast North Dakota and southern Red River Valley.

* WHERE...Eastern North Dakota and Red River Valley in northwest and
west-central Minnesota.

* WHEN...Until 6 PM CST this evening.

* IMPACTS...Snow showers and blowing snow will lead to areas of
quick and sudden reductions to visibility, making travel
difficult, especially in rural areas that are prone to blowing
snow. Snow showers late morning and afternoon may create brief
periods of near blizzard conditions. The hazardous conditions will
impact the Wednesday afternoon and evening commutes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Slow down and use caution while traveling. Turn headlights on and do
not use cruise control. Be prepared for sudden reductions in
