For the Wind Advisory, southwest winds 15 to 25 mph with gusts up to 40 mph. * WHERE...In Minnesota, East Otter Tail, Grant, West Otter Tail, and Wilkin Counties. In North Dakota, Richland County. * WHEN...For the Blowing Dust Advisory, until 7 PM CDT this evening. For the Wind Advisory, until 10 PM CDT this evening. * IMPACTS...Hazardous driving conditions due to reduced visibility. Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. PRECAUTIONARY/PREPAREDNESS ACTIONS... Persons with respiratory problems should make preparations to stay indoors until the storm passes. Be ready for a sudden drop in visibility to near zero. If you encounter blowing dust or blowing sand on the roadway or see it approaching, pull off the road as far as possible and put your vehicle in park. Turn the lights all the way off and keep foot off the brake pedal. Remember, 'Pull Aside, Stay Alive'. Winds this strong can make driving difficult, especially for high profile vehicles. The National Weather Service in Grand Forks has upgraded the Fire Weather Watch. * AFFECTED AREA...In Minnesota, West Polk, Norman, Clay, Kittson, Roseau, West Marshall, East Marshall, Pennington, Red Lake, East Polk, North Clearwater, Mahnomen, South Clearwater, West Becker, East Becker, Wilkin, West Otter Tail, East Otter Tail and Grant. In North Dakota, Towner, Cavalier, Pembina, Benson, Ramsey, Eastern Walsh, Eddy, Nelson, Grand Forks, Griggs, Steele, Traill, Barnes, Cass, Ransom, Sargent, Richland and Western Walsh. * WINDS...Southwest 30 to 40 mph with gusts up to 50 mph. * RELATIVE HUMIDITY...As low as 20 percent. * IMPACTS...Any fires that ignite will spread rapidly and become difficult to control.
