seas 6 to 11 ft.

* WHERE...The coastal waters from Cape Lookout to Surf City.

* WHEN...Until 10 AM EST this morning.

* IMPACTS...Storm force winds and hazardous seas will capsize or
damage vessels and reduce visibility.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Mariners should remain in port, alter course, and/or secure the
vessel for severe conditions.

...EXTREME COLD WARNING REMAINS IN EFFECT UNTIL 10 AM EST MONDAY...

* WHAT...Dangerously cold wind chills as low as 2 below.

* WHERE...Coastal Onslow, Duplin, Greene, Inland Onslow, Jones,
Lenoir, Martin, Northern Craven, and Pitt Counties.

* WHEN...Until 10 AM EST Monday.

* IMPACTS...Frostbite and hypothermia will occur if unprotected skin
is exposed to these temperatures.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Dress in layers including a hat, face mask, and gloves if you must
go outside.

...WINTER STORM WARNING NOW IN EFFECT UNTIL NOON EST TODAY...

* WHAT...Heavy snow. Additional snow accumulations between 2 and 4
inches with locally higher amounts possible. Winds gusting as high
as 45 mph.

* WHERE...Duplin, Onslow, Jones, Craven, Pamlico, and Western
Carteret counties.

* WHEN...Until noon EST today.

* IMPACTS...Whiteout conditions are expected and will make travel
treacherous and potentially life-threatening. Plan on slippery
road conditions. Gusty winds could bring down tree branches.

PRECAUTIONARY/PREPAREDNESS ACTIONS...
