...REFREEZE OF SNOW... ICE... AND MELT WATER HAS RESULTED IN PATCHY BLACK ICE THIS MORNING... Widespread temperatures in the lower 20s has completely refroze the residual snow and ice along with creating patches of black ice where melting occurred Thursday. Those traveling should be aware of slick spots through late morning.
