* IMPACTS...Strong winds will cause hazardous seas which could
capsize or damage vessels and reduce visibility.

Mariners should alter plans to avoid these hazardous conditions.
Remain in port, seek safe harbor, alter course, and/or secure the

* WHAT...For the Cold Weather Advisory, very cold wind chills as low
as 9 above expected. For the Extreme Cold Watch, dangerously cold
wind chills as low as 2 above possible.

* WHERE...Mainland Dare, Mainland Hyde, Tyrrell, and Washington
Counties.

* WHEN...For the Cold Weather Advisory, from 6 AM to 9 PM EST
Saturday. For the Extreme Cold Watch, from Saturday evening
through Sunday morning.

* IMPACTS...Frostbite and hypothermia will occur if unprotected skin
is exposed to these temperatures. An extended period of freezing
temperatures could cause ruptured water pipes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Dress in layers including a hat, face mask, and gloves if you must
go outside.
