...FLOOD ADVISORY IN EFFECT UNTIL 11 AM EDT THIS MORNING...

* WHAT...Urban and small stream flooding caused by excessive
rainfall is expected.

* WHERE...A portion of eastern North Carolina, including the
following county, Carteret.

* WHEN...Until 1100 AM EDT.

* IMPACTS...Water over roadways. Overflowing poor drainage areas.

* ADDITIONAL DETAILS...
- At 730 AM EDT, Doppler radar indicated heavy rain due to
thunderstorms. This will cause urban and small stream
flooding. Between 1 and 2 inches of rain have fallen.
- Additional rainfall amounts of 1 to 3 inches are expected
over the area. This additional rain will result in minor
flooding.
- Some locations that will experience flooding include...
Morehead City, Harkers Island, Cedar Island, North River,
Smyrna, Davis, Marshallberg, Straits, Sealevel, Williston,
Otway, Open Grounds Farm, Stacy, Bettie, Michael J Smith
Airport, Rachel Carson Estuarine Reserve, Fort Macon State
Park, Oceana Pier, Cedar Island Ferry Terminal and
Gloucester.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be aware of your surroundings and do not drive on flooded roads.

* WHAT...Strong longshore currents in the surf zone.

* WHERE...Ocracoke Island and Core Banks beaches.

* WHEN...Through this evening.

* IMPACTS...Strong longshore currents will create dangerous
swimming conditions.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Strong longshore currents can sweep swimmers and surfers into rip
currents, piers, jetties and other hazardous areas. In many
cases, the longshore current is strong enough to prevent swimmers
from being able to keep their feet on the bottom making it
difficult to return to shore.

...SMALL CRAFT ADVISORY REMAINS IN EFFECT FROM 7 AM THIS MORNING
TO 2 PM EDT MONDAY...

* WHAT...Northeast winds 15 to 25 kt with gusts up to 35 kt and
seas 4 to 7 ft expected.

* WHERE...The coastal waters from Ocracoke Inlet to Surf City.

* WHEN...From 7 AM this morning to 2 PM EDT Monday.

* IMPACTS...Conditions will be hazardous to small craft.

* ADDITIONAL DETAILS...Persistent low pressure offshore will lead
to an extended period of moderately strong northeasterly winds
and elevated seas through early next week.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Inexperienced mariners, especially those operating smaller
vessels, should avoid navigating in hazardous conditions.
