* WHAT...Very cold wind chills as low as 7 below expected.

* WHERE...The North Carolina mountains and Rabun County in northeast
Georgia.

* WHEN...From 4 AM to 10 AM EST Monday.

* IMPACTS...The dangerously cold wind chills as low as 5 below zero
could result in hypothermia or frostbite if precautions are not
taken. Avoid prolonged exposure if possible and have a safe
heating source, particularly for those who may experience power
outages.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Use caution while traveling outside. Wear appropriate clothing, a
hat, and gloves.

Make frequent checks on older family, friends, and neighbors. Ensure
portable heaters are used correctly. Do not use generators or grills
inside.

...ICE STORM WARNING REMAINS IN EFFECT UNTIL 1 PM EST MONDAY...

* WHAT...Significant icing expected. Total sleet accumulations up to
one inch and ice accumulations between one tenth and one quarter
inch in the valleys, and between one half and one inch in the
higher elevations. Winds gusting as high as 45 mph.

* WHERE...A portion of the mountains of western North Carolina near
the Tennessee border, including northern Jackson County.

* WHEN...Until 1 PM EST Monday.

* IMPACTS...Widespread power outages are likely due to the weight of
the ice and snow on tree limbs and power lines. Trees and large
limbs could fall on structures, posing threat to life and
property. The outages could last for days in some areas. Ice and
snow covered roadways will become treacherous and impassable. The
hazardous conditions could impact the Monday morning commute.
Gusty winds could bring down tree branches.

* ADDITIONAL DETAILS...Ice and sleet accumulations will likely
increase rapidly overnight. A transition to rain is expected in
the valleys of the Tennessee border counties as early as Sunday
morning. The rain may change to light snow Sunday night and early
Monday morning, while very cold temperatures could result in roads
refreezing Sunday night.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

An Ice Storm Warning means severe winter weather conditions are
expected or occurring. Significant amounts of ice accumulations will
make travel dangerous or impossible. Travel is strongly discouraged.
Commerce will likely be severely impacted. If you must travel, keep
a flashlight, food, and water in your vehicle in case of an
emergency. Ice accumulations and winds will likely lead to snapped
power lines and falling tree branches that add to the danger.

Do not touch downed lines and report any power outages to your
electric company. Travel is highly discouraged due to slick roadways
and the possibility of downed trees and power lines.
