For the High Wind Watch, southwest winds 25 to 40 mph with gusts up to 60 mph possible. * WHERE...Kootenai/Cabinet Region and Lower Clark Fork Region. * WHEN...For the Wind Advisory, from 5 PM this afternoon to 3 AM MST Tuesday. For the High Wind Watch, from late Tuesday night through Wednesday afternoon. * IMPACTS...Damaging winds could blow down trees and power lines. Widespread power outages are possible. Travel could be difficult, especially for high profile vehicles. Gusty winds will blow around unsecured objects. ...FLASH FLOOD WATCH FOR THE POTENTIAL FAILURE OF LOWER FLOWER CREEK DIVERSION STRUCTURE IN EFFECT THROUGH WEDNESDAY AFTERNOON... * WHAT...Flash Flooding caused by a potential failure of the Lower Flower Creek Diversion Structure related to additional rainfall early this week. Officials are currently working to mitigate this potential hazard by releasing additional water to take pressure off the diversion structure; these water flows are expected to stay below peak levels during the flood event last Thursday. * WHERE...Libby, MT. * WHEN...Through Wednesday afternoon. * IMPACTS...A failure of the diversion structure may result in flooding of urban areas. * ADDITIONAL DETAILS... - Recent heavy rain caused damage to the Lower Flower Creek Diversion Structure. Forecast rainfall has the potential to cause additional damage to the structure, bringing the risk for uncontrolled water released into the town of Libby.
