* WHERE...Portions of east central and northeast Kansas and
northwest and west central Missouri.

* WHEN...For the Wind Advisory, until 10 AM CDT this morning. For
the Frost Advisory, from 4 AM to 8 AM CDT Thursday.

* IMPACTS...Gusty winds will blow around unsecured objects. Tree
limbs could be blown down and a few power outages may result.
Frost could harm sensitive outdoor vegetation. Sensitive outdoor
plants may be killed if left uncovered.
