* WHAT...Dangerously cold wind chills as low as 48 below possible.

* WHERE...In Minnesota, Wadena, East Otter Tail, Grant, West Otter
Tail, and Wilkin Counties. In North Dakota, Ransom, Richland, and
Sargent Counties.

* WHEN...From Thursday afternoon through Sunday morning.

* IMPACTS...The dangerously cold wind chills as low as 50 below zero
could cause frostbite on exposed skin in as little as 10 minutes.

* ADDITIONAL DETAILS...Reduced visibility from blowing snow and
dangerously cold wind chills may create hazardous travel
conditions Thursday.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Plan to limit time outside. Dress in layers including a hat, face
mask, and gloves if you must go outside. Make precautions to
