In North Dakota, Ransom, Richland, and Sargent Counties. * WHEN...From Thursday afternoon through Sunday morning. * IMPACTS...The dangerously cold wind chills as low as 50 below zero could cause frostbite on exposed skin in as little as 10 minutes. * ADDITIONAL DETAILS...Reduced visibility from blowing snow and dangerously cold wind chills may create hazardous travel conditions Thursday.
